developed by the <strong>Intern<strong>at</strong>ional</strong> Labour Organiz<strong>at</strong>ion, the <strong>Intern<strong>at</strong>ional</strong> Organiz<strong>at</strong>ion<br />

for Migr<strong>at</strong>ion, and the Organiz<strong>at</strong>ion for Security and Co-oper<strong>at</strong>ion <strong>in</strong> Europe<br />

as a follow-up activity after the first Global Forum on Migr<strong>at</strong>ion and Development,<br />

which was held <strong>in</strong> 2007 (ILO, IOM, and OSCE 2008).<br />

Even though the number of BLAs has been <strong>in</strong>creas<strong>in</strong>g <strong>in</strong> recent years, there is<br />

no s<strong>in</strong>gle <strong>in</strong>stitution responsible for collect<strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the relevant <strong>in</strong>form<strong>at</strong>ion.<br />

Neither the <strong>Intern<strong>at</strong>ional</strong> Labour Organiz<strong>at</strong>ion nor the <strong>Intern<strong>at</strong>ional</strong><br />

Organiz<strong>at</strong>ion for Migr<strong>at</strong>ion has <strong>in</strong>form<strong>at</strong>ion on BLAs <strong>at</strong> the country level. The follow<strong>in</strong>g<br />

subsection exam<strong>in</strong>es several pert<strong>in</strong>ent BLAs. 8 While many countries have<br />

entered <strong>in</strong>to BLAs, others prefer to channel their temporary labor needs through<br />

more formal immigr<strong>at</strong>ion p<strong>at</strong>hways. The vast majority of U.S. temporary admission<br />

programs are open to citizens of all countries. The range of temporary visa<br />

programs covers both skilled professionals (for example, H-1B visas) and other<br />

k<strong>in</strong>ds of temporary labor (such as H-2A temporary agricultural workers).<br />

Our exam<strong>in</strong><strong>at</strong>ion of the panorama of BLAs th<strong>at</strong> have been identified for this<br />

study and th<strong>at</strong> are presented <strong>in</strong> table 2.8 reveals th<strong>at</strong> such agreements have been<br />

signed by countries <strong>in</strong> all regions of the world. In the Americas, Canada has been<br />

particularly active <strong>in</strong> enter<strong>in</strong>g <strong>in</strong>to BLAs, <strong>in</strong>clud<strong>in</strong>g those with Barbados, Colombia,<br />
