The impact of trade liberaliz<strong>at</strong>ion on the overall number of distribution enterprises<br />
could lead to significant changes <strong>in</strong> the shares of GDP and employment <strong>in</strong><br />
the wholesale and retail sectors. The trend toward vertical <strong>in</strong>tegr<strong>at</strong>ion with<strong>in</strong><br />
larger enterprises will have consequences on the distribution of <strong>in</strong>puts to other<br />
sectors of the economy and, hence, on overall economic development and competitiveness.<br />
It will also have an impact on <strong>in</strong>formal retailers and street markets.<br />
The extent of the liberaliz<strong>at</strong>ion of market access <strong>in</strong> develop<strong>in</strong>g countries ultim<strong>at</strong>ely<br />
depends on the balance achieved between the expansionist aims of the<br />
mult<strong>in</strong><strong>at</strong>ionals and prevail<strong>in</strong>g societal objectives, expressed through land use<br />
zon<strong>in</strong>g and limits on the number and size of supermarkets, hypermarkets, and<br />
medium outlets and, <strong>in</strong> some cases, employment and equity aims <strong>in</strong> <strong>in</strong>come<br />
distribution.<br />
If there are labor market rigidities, the limit<strong>at</strong>ions on layoffs may discourage<br />
foreign suppliers of services from establish<strong>in</strong>g local subsidiaries th<strong>at</strong> could otherwise<br />
cre<strong>at</strong>e employment. The establishment of an adequ<strong>at</strong>e social safety net and of<br />
effective retra<strong>in</strong><strong>in</strong>g programs is thus needed to enhance labor market flexibility.<br />
The temporary entry of foreign service personnel may be required to provide the<br />
tra<strong>in</strong><strong>in</strong>g <strong>in</strong> necessary skills for n<strong>at</strong>ional workers. Regul<strong>at</strong>ions on work-rel<strong>at</strong>ed<br />
issues <strong>in</strong>clude those on worker rights (the observance of <strong>Intern<strong>at</strong>ional</strong> Labour<br />
Organiz<strong>at</strong>ion standards, <strong>in</strong>clud<strong>in</strong>g on freedom to unionize), conditions of<br />
employment (work<strong>in</strong>g hours, holiday entitlements, m<strong>in</strong>imum wages, job security,<br />
gender equality, opportunities for the handicapped), and <strong>in</strong>surance benefits. Liberaliz<strong>at</strong>ion<br />
may result <strong>in</strong> different, usually opposite, effects among workers <strong>at</strong> large<br />
companies rel<strong>at</strong>ive to workers <strong>in</strong> family-owned shops (microenterprises), <strong>in</strong><br />
which employment conditions may be much <strong>in</strong>ferior.<br />
Governments also need to take <strong>in</strong>to account the macroeconomic effects of liberaliz<strong>at</strong>ion<br />
and the flows of <strong>in</strong>ward FDI associ<strong>at</strong>ed with the arrival <strong>in</strong> the market<br />
of large foreign-owned companies th<strong>at</strong> could have consequences for n<strong>at</strong>ional<br />
f<strong>in</strong>ances, <strong>in</strong>clud<strong>in</strong>g tax collection, and an impact on consumer prices. There could<br />
be wide-rang<strong>in</strong>g effects on supply cha<strong>in</strong>s, both n<strong>at</strong>ional and <strong>in</strong>tern<strong>at</strong>ional, and on<br />
land use and prices <strong>in</strong> the urban areas where the new, large-scale supermarkets are<br />
loc<strong>at</strong>ed.<br />
Ambiguous tax laws and cumbersome regul<strong>at</strong>ions are regarded by <strong>in</strong>vestors as<br />
serious impediments. Deregul<strong>at</strong>ion should focus on enhanc<strong>in</strong>g transparent<br />
enforcement and on reduc<strong>in</strong>g the trade restrictiveness of regul<strong>at</strong>ions th<strong>at</strong> fulfill<br />
objectives not directly rel<strong>at</strong>ed to trade <strong>in</strong> distribution services. Laws have to be<br />
taken <strong>in</strong>to account th<strong>at</strong> prohibit the sale of certa<strong>in</strong> products such as tobacco;<br />
alcoholic beverages; pharmaceutical, medical, and orthopedic goods; weapons,<br />
munitions, and other arms and military equipment; chemical products; precious<br />
metals and precious stones; art; and petroleum and petroleum products. The
