regional standards <strong>in</strong> construction m<strong>at</strong>erials and good practices <strong>in</strong> build<strong>in</strong>g<br />
codes. This would lower transaction costs and facilit<strong>at</strong>e imports and exports of<br />
construction services. Address<strong>in</strong>g human resource shortages and <strong>in</strong>troduc<strong>in</strong>g<br />
<strong>in</strong>centives for cooper<strong>at</strong>ion and technology transfers between foreign and<br />
domestic contractors would strengthen the domestic sector.<br />
3. Policy makers could seek to facilit<strong>at</strong>e gre<strong>at</strong>er access to the domestic construction<br />
market by foreign construction companies and workers. This would stimul<strong>at</strong>e<br />
competition and, by extension, save government resources and help<br />
improve access to key services by the poorest citizens. Policy makers could also<br />
seek improved market access for the domestic construction companies and<br />
workers of major trad<strong>in</strong>g partners. Facilit<strong>at</strong><strong>in</strong>g the transfer of guest workers<br />
from develop<strong>in</strong>g countries would, <strong>in</strong> particular, help <strong>in</strong>crease exports from<br />
poor countries with abundant endowments of unskilled and semiskilled labor.<br />
A review of these various options, tak<strong>in</strong>g <strong>in</strong>to consider<strong>at</strong>ion domestic conditions,<br />
would allow policy makers <strong>in</strong> developed and develop<strong>in</strong>g countries to harness<br />
trade opportunities and improve the work<strong>in</strong>gs of the domestic construction service<br />
sector.<br />
