Export<strong>in</strong>g Inform<strong>at</strong>ion Technology <strong>Services</strong>: In the Footsteps of India 237<br />

mult<strong>in</strong><strong>at</strong>ionals, the <strong>in</strong>stitute found th<strong>at</strong>, while the number of college-educ<strong>at</strong>ed<br />

gradu<strong>at</strong>es <strong>in</strong> develop<strong>in</strong>g countries is grow<strong>in</strong>g quickly (over 5 percent annually),<br />

only a small fraction of the potential job candid<strong>at</strong>es can successfully work <strong>in</strong> a<br />

mult<strong>in</strong><strong>at</strong>ional company. This shortcom<strong>in</strong>g arises because of limited suitability<br />

(for example, the quality of the tra<strong>in</strong><strong>in</strong>g and language and cultural issues), lack of<br />

accessibility (lack of mobility and dispersion of labor supply), and domestic competition<br />

for talent. Suitability r<strong>at</strong>es <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g vary gre<strong>at</strong>ly by country. In<br />

Ch<strong>in</strong>a and Russia, only 10 percent of the candid<strong>at</strong>es would be suitable to work for<br />

a mult<strong>in</strong><strong>at</strong>ional. The correspond<strong>in</strong>g numbers are 13 percent <strong>in</strong> Brazil, 20 percent<br />

<strong>in</strong> the Philipp<strong>in</strong>es, 25 percent <strong>in</strong> India, 35 percent <strong>in</strong> Malaysia, and 50 percent <strong>in</strong><br />

the Czech Republic, Hungary, and Poland.<br />

The IT service sector is entirely dependent on well-tra<strong>in</strong>ed, technically adept<br />

personnel. Master<strong>in</strong>g the local language <strong>in</strong> the client country is a precondition <strong>in</strong><br />

client-rel<strong>at</strong>ed roles and an advantage <strong>in</strong> other roles. Consequently, countries or<br />

regions th<strong>at</strong> prohibit lectur<strong>in</strong>g <strong>in</strong> foreign languages may, by extension, be remov<strong>in</strong>g<br />

themselves from the potential loc<strong>at</strong>ions for the crossborder supply of IT services.<br />

The skill requirements <strong>in</strong> IT services, as <strong>in</strong> most other export-oriented services,<br />

are generally higher than those <strong>in</strong> manufactur<strong>in</strong>g. A bachelor’s of science degree<br />

is often the entry requirement for a young <strong>in</strong>dividual who seeks a career <strong>in</strong> the<br />

export-oriented IT service sector. Thus, <strong>in</strong>vestment <strong>in</strong> educ<strong>at</strong>ion is of paramount<br />

importance. As a high-<strong>in</strong>come <strong>in</strong>dustry, priv<strong>at</strong>e or public-priv<strong>at</strong>e colleagues can<br />

<strong>in</strong>crease access to technical tra<strong>in</strong><strong>in</strong>g and, thereby, the supply of labor.<br />

Policy makers <strong>in</strong> develop<strong>in</strong>g countries with capacity constra<strong>in</strong>ts <strong>in</strong> the<br />

provision of higher educ<strong>at</strong>ion services can learn from the experiences of priv<strong>at</strong>e<br />

<strong>in</strong>stitutes <strong>in</strong> countries such as India and Pakistan <strong>in</strong> which the government’s<br />

role <strong>in</strong>creas<strong>in</strong>gly <strong>in</strong>volves provid<strong>in</strong>g effective regul<strong>at</strong>ion for quality assurance.<br />

Governments can facilit<strong>at</strong>e access to f<strong>in</strong>ance for tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutes and students,<br />

work with the priv<strong>at</strong>e sector to ensure the relevance of curricula, and help<br />

enhance governance <strong>in</strong> the educ<strong>at</strong>ion sector. Monitor<strong>in</strong>g results and ensur<strong>in</strong>g<br />

transparency are effective means to put positive pressure on tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions.<br />

Reduce barriers to labor circul<strong>at</strong>ion<br />

The global delivery model th<strong>at</strong> has been championed ma<strong>in</strong>ly by India’s exporters<br />

of IT services and, <strong>in</strong>creas<strong>in</strong>gly, by their foreign competitors is based on a comb<strong>in</strong><strong>at</strong>ion<br />

of crossborder supply (Mode 1) and the temporary movement of n<strong>at</strong>ural<br />

persons (Mode 4). Rapidly improv<strong>in</strong>g global <strong>in</strong>form<strong>at</strong>ion and communic<strong>at</strong>ion<br />

technology networks have brought down communic<strong>at</strong>ion costs and spurred <strong>in</strong>nov<strong>at</strong>ion<br />

<strong>in</strong> technology, and virtual work environments have allowed a grow<strong>in</strong>g<br />

number of IT professionals to stay <strong>in</strong> low-cost sites, such as India (offshore), and
