provides services to government agencies and the priv<strong>at</strong>e sector <strong>in</strong> Ch<strong>in</strong>a, Indonesia,<br />

Malaysia, S<strong>in</strong>gapore, and Thailand (ISI Emerg<strong>in</strong>g Markets 2008a). Without<br />

publicly available and timely procurement <strong>in</strong>form<strong>at</strong>ion, environmental firms,<br />

particularly smaller ones, will face a gre<strong>at</strong>er challenge organiz<strong>in</strong>g for the procurement<br />

process. Ensur<strong>in</strong>g the <strong>in</strong>tegrity and transparency of procurement processes<br />

is a challenge <strong>in</strong> many economies.<br />

Electronic communic<strong>at</strong>ions can support the <strong>in</strong>tegrity and transparency of<br />

public procurement processes. Publiciz<strong>in</strong>g the terms of procurements, the procedural<br />

processes, and the timel<strong>in</strong>es can open the process. Audit and enforcement<br />

can provide <strong>in</strong>tegrity. Elim<strong>in</strong><strong>at</strong><strong>in</strong>g the bribes, political contributions, facilit<strong>at</strong>ion<br />

payments, gifts, hospitality, and expense accounts th<strong>at</strong> <strong>in</strong>fluence procurement<br />

awards will lower the costs faced by environmental firms particip<strong>at</strong><strong>in</strong>g <strong>in</strong> the market.<br />

Correct<strong>in</strong>g distorted adm<strong>in</strong>istr<strong>at</strong>ive practices requires political commitment,<br />

possibly legisl<strong>at</strong>ion, and enforcement capability. Initi<strong>at</strong>ives to counter corruption<br />

th<strong>at</strong> effectively address the public sector and the priv<strong>at</strong>e sector can therefore<br />

reduce distortions <strong>in</strong> the environmental service marketplace.<br />

Us<strong>in</strong>g standards and market-based <strong>in</strong>struments to strengthen<br />

the environmental service <strong>in</strong>dustry<br />

In several environmental <strong>in</strong>frastructure and non<strong>in</strong>frastructure services, standards<br />

th<strong>at</strong> specify result requirements (for example, requirements on service quality,<br />

reliability, and cont<strong>in</strong>uity) or <strong>in</strong>put requirements (for example, requirements<br />

rel<strong>at</strong>ed to the m<strong>at</strong>erials or procedures th<strong>at</strong> the oper<strong>at</strong>ors must use) are necessary<br />

to deal with neg<strong>at</strong>ive externalities. For example, <strong>in</strong> <strong>in</strong>frastructure, environmental<br />

service standards play an important role <strong>in</strong> ensur<strong>in</strong>g the access of the poor to<br />

w<strong>at</strong>er. Also, standards can prevent the contam<strong>in</strong><strong>at</strong>ion of underground w<strong>at</strong>er or<br />

the degrad<strong>at</strong>ion of n<strong>at</strong>ural resources because of the otherwise <strong>in</strong>adequ<strong>at</strong>e disposal<br />

of untre<strong>at</strong>ed wastew<strong>at</strong>er, or they can prevent the appearance of health issues<br />

rel<strong>at</strong>ed to the illegal discharge or <strong>in</strong>adequ<strong>at</strong>e tre<strong>at</strong>ment of waste. In services for<br />

monitor<strong>in</strong>g and controll<strong>in</strong>g the emission of pollutants, standards are important <strong>in</strong><br />

prevent<strong>in</strong>g neg<strong>at</strong>ive public health consequences or damage to the environment<br />

because of <strong>in</strong>adequ<strong>at</strong>e air pollution monitor<strong>in</strong>g and control. In other (ma<strong>in</strong>ly<br />

non<strong>in</strong>frastructure) services, the adoption and enforcement of standards can help<br />

develop<strong>in</strong>g countries benefit from trade opportunities. Also, given th<strong>at</strong> the delivery<br />

of such non<strong>in</strong>frastructure environmental services typically <strong>in</strong>volves the movement<br />

of skilled labor, the mutual recognition of qualific<strong>at</strong>ions and skills becomes<br />

an issue (Geloso Grosso 2007).<br />

<strong>Intern<strong>at</strong>ional</strong> and n<strong>at</strong>ional standards drive the growth of the environmental<br />
