However, electronic means can support <strong>in</strong>tegrity and enhance transparency. Publiciz<strong>in</strong>g<br />

the terms of procurement <strong>in</strong>iti<strong>at</strong>ives and <strong>in</strong>form<strong>at</strong>ion on the rel<strong>at</strong>ed procedural<br />

aspects and timel<strong>in</strong>es can provide a level play<strong>in</strong>g field for bidders. Audit<br />

and enforcement can provide <strong>in</strong>tegrity. Elim<strong>in</strong><strong>at</strong><strong>in</strong>g bribes, political contributions,<br />

facilit<strong>at</strong>ion payments, gifts, hospitality, and expenses th<strong>at</strong> <strong>in</strong>fluence procurement<br />

awards will lower the cost for eng<strong>in</strong>eer<strong>in</strong>g professionals to particip<strong>at</strong>e <strong>in</strong><br />

the market. Correct<strong>in</strong>g distorted adm<strong>in</strong>istr<strong>at</strong>ive practices requires political commitment,<br />

possibly legisl<strong>at</strong>ion, and enforcement capability. Initi<strong>at</strong>ives to counter<br />

corruption th<strong>at</strong> effectively address the public and priv<strong>at</strong>e sectors can reduce distortions<br />

<strong>in</strong> the eng<strong>in</strong>eer<strong>in</strong>g service marketplace.<br />

In addition, public procurement may be used as a means to advance specific<br />

social objectives. For example, accord<strong>in</strong>g to Rustomjee (2007), <strong>in</strong> South Africa,<br />

public procurement is explicitly used to achieve the follow<strong>in</strong>g:<br />

• Safety: compulsory registr<strong>at</strong>ion among the firms bidd<strong>in</strong>g <strong>in</strong> public service tenders<br />

• Consumer protection: registr<strong>at</strong>ion to ensure th<strong>at</strong> eng<strong>in</strong>eers are qualified, perform<br />

with <strong>in</strong>tegrity, deliver quality, and allow redress<br />

• Industry development: accredit<strong>at</strong>ion graded accord<strong>in</strong>g to the capacity and<br />

track record of the respective firm<br />

• Employment cre<strong>at</strong>ion: uses structured progression from small contractors to<br />

larger corpor<strong>at</strong>e entities<br />

• Empowerment of historically disadvantaged people<br />

With a view to promote trade, policies to achieve these objectives can be designed<br />

to be nondiscrim<strong>in</strong><strong>at</strong>ory and to advance the transfer of professional expertise. For<br />

example, occup<strong>at</strong>ional safety requirements should be made publicly available and<br />

applied consistently to local and foreign firms. Consumer protection rules th<strong>at</strong><br />

mand<strong>at</strong>e <strong>in</strong>demnity requirements should be the same for local and foreign firms.<br />

The same should be true for technology transfer and tra<strong>in</strong><strong>in</strong>g requirements.<br />

Policy makers can exam<strong>in</strong>e rules <strong>at</strong> home and abroad to determ<strong>in</strong>e if they distort<br />

the competitive position of foreign firms rel<strong>at</strong>ive to local firms.<br />

Promot<strong>in</strong>g quality educ<strong>at</strong>ion and tra<strong>in</strong><strong>in</strong>g <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g<br />

A number of develop<strong>in</strong>g economies are poised to take advantage of the <strong>in</strong>creas<strong>in</strong>g<br />

demand for eng<strong>in</strong>eer<strong>in</strong>g professionals. For example, colleges of eng<strong>in</strong>eer<strong>in</strong>g<br />

<strong>in</strong> Morocco ma<strong>in</strong>ta<strong>in</strong> high standards of educ<strong>at</strong>ional excellence. Students experience<br />

a rigorous curriculum and take advantage of formal l<strong>in</strong>ks with colleges <strong>in</strong><br />

the region, <strong>in</strong> Europe, and <strong>in</strong> North America. Gradu<strong>at</strong>es obta<strong>in</strong> degrees th<strong>at</strong> are<br />

highly regarded <strong>in</strong> export markets of <strong>in</strong>terest. At the same time, only 4 students
