the Prospects for <strong>Trade</strong> <strong>in</strong> Legal <strong>Services</strong><br />

A viable legal sector is of significant economic and social importance. Access to<br />

high-quality legal services enhances the predictability of the bus<strong>in</strong>ess environment,<br />

facilit<strong>at</strong>es engagement <strong>in</strong> contracts, and mitig<strong>at</strong>es <strong>in</strong>vestment risk. Firms<br />

throughout the economy use legal services to assess commercial <strong>in</strong>terests, activities,<br />

and <strong>in</strong>vestments. Hence, a robust and discipl<strong>in</strong>ed legal service profession<br />

facilit<strong>at</strong>es commerce, trade, and <strong>in</strong>vestment by lower<strong>in</strong>g the costs of commercial<br />

transactions.<br />

In 2006, the legal service sector employed an estim<strong>at</strong>ed 2.3 million professionals<br />

and gener<strong>at</strong>ed worldwide revenue of about US$434 billion. These turnover figures<br />

exceeded the revenues gener<strong>at</strong>ed by the textile <strong>in</strong>dustry, for example. The<br />

legal profession is an <strong>in</strong>creas<strong>in</strong>gly globalized <strong>in</strong>dustry th<strong>at</strong> has been experienc<strong>in</strong>g<br />

robust growth (box 3.1). It has become, to some extent, based on <strong>in</strong>tern<strong>at</strong>ional<br />

trade and <strong>in</strong>vestment flows.<br />

The world’s largest law firm, Baker & McKenzie, employs 3,900 lawyers <strong>in</strong><br />

38 countries. Such large-scale firms are the exception, though, and the market<br />

about 100,000 lawyers.<br />

• Among the top 100 firms, 69 are U.S. firms; 17 are British; 6 are Australian; 4 are<br />

Canadian; 2 are Spanish; 1 is Dutch; and 1 is French.<br />

Foreign presence<br />

• The top 10 firms all have offices <strong>in</strong> more than 10 countries. The average top 10 firm<br />

has offices <strong>in</strong> 21 countries, and 52 percent of its lawyers are employed outside the<br />

home country. The average top 100 firm has offices <strong>in</strong> 7 countries, and<br />

17 percent of its lawyers are employed outside the home country.<br />

• Of the top 100 firms, 21 have offices <strong>in</strong> more than 10 countries.<br />
