reasons rel<strong>at</strong>ed to special rules and an emphasis on impact assessments. However,<br />

a more streaml<strong>in</strong>ed and <strong>in</strong>vestment-friendly adm<strong>in</strong>istr<strong>at</strong>ion would benefit everyone<br />

<strong>in</strong> the process, except perhaps potential bureaucr<strong>at</strong>s or facilit<strong>at</strong>ors and middlemen<br />

who enrich themselves <strong>in</strong> lethargic systems. Corruption is particularly<br />

prevalent <strong>in</strong> the construction sector (see elsewhere below), and policy makers can<br />

reduce prospective <strong>in</strong>stances of public sector corruption by remov<strong>in</strong>g unnecessary<br />

licenses, reduc<strong>in</strong>g the number of registr<strong>at</strong>ions required <strong>at</strong> various government<br />

agencies, and provid<strong>in</strong>g more transparency and clear rules associ<strong>at</strong>ed with <strong>in</strong>spections.<br />

In general, the fewer <strong>in</strong>terfaces between <strong>in</strong>vestors and various agencies, the<br />

better. A transparent and streaml<strong>in</strong>ed applic<strong>at</strong>ion process will not only reduce the<br />

risk of corruption, but also speed up the start of the construction work. In addition,<br />

any governments th<strong>at</strong> gener<strong>at</strong>e revenue from the permits may reap more by<br />

tax<strong>in</strong>g the <strong>in</strong>vestors <strong>at</strong> a l<strong>at</strong>er stage when the <strong>in</strong>vestment is gener<strong>at</strong><strong>in</strong>g <strong>in</strong>come.<br />

For example, no good reason seems to exist for mak<strong>in</strong>g the average <strong>in</strong>vestor <strong>in</strong><br />

Moscow wait 19 months longer than an average <strong>in</strong>vestor <strong>in</strong> Tbilisi, Georgia, and<br />

pay 129 times the fee as measured <strong>in</strong> <strong>in</strong>come per capita. The same comparison can<br />

be made between Ch<strong>in</strong>a and Mexico. The average <strong>in</strong>vestor <strong>in</strong> Mexico obta<strong>in</strong>s a<br />

construction permit more than six months faster and <strong>at</strong> less than a fifth the cost.<br />

Thereisconsiderablescopeforcutt<strong>in</strong>gredtapeandcostssoastostimul<strong>at</strong>emore<br />

<strong>in</strong>vestment <strong>in</strong> construction projects. The biggest beneficiaries would be those<br />

small and medium-size enterprises th<strong>at</strong> are usually most affected by strenuous<br />

adm<strong>in</strong>istr<strong>at</strong>ive hurdles. Box 6.3 exam<strong>in</strong>es a number of <strong>in</strong>iti<strong>at</strong>ives successfully<br />

implemented to facilit<strong>at</strong>e the adm<strong>in</strong>istr<strong>at</strong>ion of build<strong>in</strong>g permits <strong>in</strong> countries<br />

around the world.<br />

Ensur<strong>in</strong>g a fair and transparent government procurement process<br />

Policy makers have to be particularly delic<strong>at</strong>e <strong>in</strong> design<strong>in</strong>g tender<strong>in</strong>g criteria <strong>in</strong><br />

government procurement. On the one hand, weak m<strong>in</strong>imum criteria rel<strong>at</strong><strong>in</strong>g to<br />

bidd<strong>in</strong>g companies <strong>in</strong> terms of solvency, proven expertise, and <strong>in</strong>-house capacity<br />

can delay projects because weak suppliers fail to deliver services on time or <strong>at</strong> the<br />

specified quality. On the other hand, standards th<strong>at</strong> are too strict exclude many of<br />

the small and medium-size enterprises th<strong>at</strong> dom<strong>in</strong><strong>at</strong>e the market for construction<br />

services <strong>in</strong> develop<strong>in</strong>g countries. In an expert meet<strong>in</strong>g on construction services<br />

organized by the United N<strong>at</strong>ions Conference on <strong>Trade</strong> and Development <strong>in</strong> 2000,<br />

specialists from around the world deb<strong>at</strong>ed the impact of m<strong>in</strong>imum performance<br />

<strong>in</strong>dic<strong>at</strong>ors (UNCTAD 2000b). Several of these specialists emphasized the experience<br />

of their countries with foreign mult<strong>in</strong><strong>at</strong>ionals th<strong>at</strong> took the larger and<br />

more advanced contracts and left the smaller and less advanced contracts to local<br />

bus<strong>in</strong>esses. Local companies are elim<strong>in</strong><strong>at</strong>ed already <strong>at</strong> the prequalific<strong>at</strong>ion stage <strong>in</strong>
