companies changes from year to year, signal<strong>in</strong>g significant market contestability<br />

(UNCTAD 2000a). Three dom<strong>in</strong>ant market segments—transport<strong>at</strong>ion, build<strong>in</strong>g, and<br />

petroleum extraction—make up approxim<strong>at</strong>ely three-fourths of the overall market<br />

(figure 6.2). Input-output analysis <strong>in</strong>dic<strong>at</strong>es th<strong>at</strong> the sector has one of the highest<br />

backward l<strong>in</strong>ks <strong>in</strong> OECD economies, which reflects its reliance on <strong>in</strong>puts of domestic<br />

goods and services (Pietroforte and Gregori 2003).<br />

The largest client segment for the construction sector is often the public sector.<br />

Accord<strong>in</strong>g to Mburu (2008), government procurement accounts for almost 50 percent<br />

of construction expenditures <strong>in</strong> many develop<strong>in</strong>g countries. These <strong>in</strong>vestments<br />

cover the build<strong>in</strong>g of roads, bridges, ports, hous<strong>in</strong>g complexes, and public utility<br />

<strong>in</strong>frastructure such as w<strong>at</strong>er, sanit<strong>at</strong>ion, and electricity. Demand for some of these<br />

projects is supported by official development assistance th<strong>at</strong> may have str<strong>in</strong>gs<br />

<strong>at</strong>tached <strong>in</strong> the form of rules and preferences <strong>in</strong> the procurement process. The market<br />

for projects f<strong>in</strong>anced by official development assistance is dom<strong>in</strong><strong>at</strong>ed by mult<strong>in</strong><strong>at</strong>ionals<br />

th<strong>at</strong> possess the expertise, market <strong>in</strong>telligence, and f<strong>in</strong>ancial wherewithal to take<br />

charge of the project process. Local companies are engaged as subcontractors. The<br />

corpor<strong>at</strong>e client segment <strong>in</strong>vests primarily <strong>in</strong> <strong>in</strong>dustrial and commercial real est<strong>at</strong>e,<br />

and <strong>in</strong>vestments are sensitive to the bus<strong>in</strong>ess cycle and the costs of capital. The<br />

household client segment covers residential build<strong>in</strong>g and is ma<strong>in</strong>ly served by local<br />

small and medium-size enterprises. Informal sector activity often makes up a large<br />

share of <strong>in</strong>vestment.
