can the government undertake to liberalize the market and <strong>in</strong>crease <strong>in</strong>vestment<br />

3. Are there barriers to market access for foreign providers of Internet services and<br />

telecommunic<strong>at</strong>ions services If so, wh<strong>at</strong> purpose do they have Can foreign<br />

providers provide the necessary <strong>in</strong>vestment and competition to improve connectivity<br />

and capacity<br />

4. Are tariffs imposed on the import<strong>at</strong>ion of the physical equipment for Internet<br />

connectivity If so, to wh<strong>at</strong> extent are the tariffs likely to raise prices and reduce<br />

<strong>in</strong>vestment <strong>in</strong> broadband <strong>in</strong>frastructure<br />

5. Is the country’s connectivity dependent on a s<strong>in</strong>gle-source cable If so, would more<br />

po<strong>in</strong>ts of connection raise reliability and network capacity Could negoti<strong>at</strong>ions with<br />

neighbor<strong>in</strong>g countries help address some of the capacity issues<br />

6. Are consumers prohibited from us<strong>in</strong>g voice over Internet protocol services If so,<br />

does the prohibition serve a mean<strong>in</strong>gful purpose Who benefits from the restriction,<br />
