Box 10.1: Wh<strong>at</strong> Do Environmental <strong>Services</strong> Cover<br />
The bus<strong>in</strong>esses th<strong>at</strong> make up the environmental <strong>in</strong>dustry offer products and services th<strong>at</strong><br />
help measure, prevent, limit, or correct environmental problems. The producers of environmental<br />
goods and equipment, as well as w<strong>at</strong>er supply companies, environmental<br />
consultancy services, and developers of clean technology, are all part of the environmental<br />
sector. Environmental services are thus one segment of the environmental <strong>in</strong>dustry.<br />
The classific<strong>at</strong>ion of environmental services has been the object of <strong>in</strong>tense deb<strong>at</strong>e <strong>in</strong><br />
develop<strong>in</strong>g and developed countries. At this stage, there is no agreement on a common<br />
classific<strong>at</strong>ion. Several classific<strong>at</strong>ion lists have been used <strong>in</strong> service negoti<strong>at</strong>ions.<br />
The World <strong>Trade</strong> Organiz<strong>at</strong>ion classific<strong>at</strong>ion, which is largely based on the United<br />
N<strong>at</strong>ions Provisional Central Product Classific<strong>at</strong>ion (UN 1991), c<strong>at</strong>egorizes environmental<br />
services <strong>in</strong>to (1) sewerage services, (2) refuse disposal services, (3) sanit<strong>at</strong>ion and<br />
similar services, and (4) other (clean<strong>in</strong>g services for exhaust gases, noise ab<strong>at</strong>ement<br />
services, n<strong>at</strong>ure and landscape protection services, and other environmental services<br />
not elsewhere classified). There is recognition th<strong>at</strong> the World <strong>Trade</strong> Organiz<strong>at</strong>ion classific<strong>at</strong>ion<br />
reflects a r<strong>at</strong>her traditional view of the <strong>in</strong>dustry. Given the new regul<strong>at</strong>ory<br />
requirements rel<strong>at</strong>ed to the emergence of the priv<strong>at</strong>e sector <strong>in</strong> environmental <strong>in</strong>iti<strong>at</strong>ives,<br />
the grow<strong>in</strong>g public awareness of and sensitivity about environmental problems,<br />
and the shift <strong>in</strong> environmental regul<strong>at</strong>ory approaches from end-of-pipe pollution control<br />
to pollution prevention, as well as <strong>in</strong>tersectoral problems (many environmental<br />
services fall with<strong>in</strong> the scope of other sectors such as bus<strong>in</strong>ess, construction, educ<strong>at</strong>ion,<br />
tourism), altern<strong>at</strong>ive frameworks for classify<strong>in</strong>g environmental services have been<br />
developed <strong>in</strong> regional, <strong>in</strong>tergovernmental, and <strong>in</strong>tern<strong>at</strong>ional forums such as Eurost<strong>at</strong>,<br />
the Organis<strong>at</strong>ion for Economic Co-oper<strong>at</strong>ion and Development, and the United<br />
N<strong>at</strong>ions Conference on <strong>Trade</strong> and Development (UNCTAD).<br />
The Organis<strong>at</strong>ion for Economic Co-oper<strong>at</strong>ion and Development–Eurost<strong>at</strong> classific<strong>at</strong>ion<br />
list <strong>in</strong>cludes the follow<strong>in</strong>g broad groups of services: (1) pollution management,<br />
(2) cleaner technologies and products, and (3) resource management.<br />
UNCTAD classifies environmental services <strong>in</strong>to four segments: (1) environmental<br />
<strong>in</strong>frastructure services (for example, w<strong>at</strong>er and waste management), (2) non<strong>in</strong>frastructure<br />
and commercial environmental services (for example, site clean-up and<br />
remedi<strong>at</strong>ion, the clean<strong>in</strong>g of exhaust gases, noise ab<strong>at</strong>ement, and n<strong>at</strong>ure and landscape<br />
protection), (3) remedi<strong>at</strong>ion services with environmental end use (for example,<br />
construction or eng<strong>in</strong>eer<strong>in</strong>g services), and (4) support services.<br />
Commercial classific<strong>at</strong>ions c<strong>at</strong>egorize environmental services on the basis of market<br />
structure and behavior, technological development, and regul<strong>at</strong>ory frameworks th<strong>at</strong><br />
dist<strong>in</strong>guish among the follow<strong>in</strong>g services c<strong>at</strong>egories: (1) <strong>in</strong>frastructural goods and services,<br />
<strong>in</strong>clud<strong>in</strong>g household, <strong>in</strong>dustrial, and hazardous solid waste disposal, potable w<strong>at</strong>er,<br />
sewerage system management, and recycl<strong>in</strong>g, and (2) pollution management, which<br />
comprises air and w<strong>at</strong>er pollution tre<strong>at</strong>ment and control, noise ab<strong>at</strong>ement, soil and w<strong>at</strong>er<br />
remedi<strong>at</strong>ion, consult<strong>in</strong>g, eng<strong>in</strong>eer<strong>in</strong>g, <strong>in</strong>struments and <strong>in</strong>form<strong>at</strong>ion systems, test<strong>in</strong>g and<br />
analysis, and <strong>in</strong>dustrial processes and product designs to prevent pollution.<br />
In the classific<strong>at</strong>ion deb<strong>at</strong>e, one relevant issue <strong>in</strong>volves ensur<strong>in</strong>g th<strong>at</strong> the classific<strong>at</strong>ion<br />
adopted reflects the actual structure and st<strong>at</strong>e of the environmental <strong>in</strong>dustry.<br />
Generally, the division among <strong>in</strong>frastructural, commercial, and support<strong>in</strong>g environmental<br />
services can be useful for this purpose.<br />
In addition, the dist<strong>in</strong>ction between environmental goods and environmental services<br />
cont<strong>in</strong>ues to be a m<strong>at</strong>ter of disagreement <strong>in</strong> <strong>in</strong>tern<strong>at</strong>ional trade talks. Environmental<br />
services are often supplied through goods, and the separ<strong>at</strong>ion of goods and services <strong>in</strong><br />
an environmental activity is difficult because of this <strong>in</strong>tegr<strong>at</strong>ed n<strong>at</strong>ure. Despite the disconnect<br />
<strong>in</strong> environmental goods and service negoti<strong>at</strong>ions, the reform of environmental<br />
services should be undertaken <strong>in</strong> coord<strong>in</strong><strong>at</strong>ion with environmental goods reform and<br />
liberaliz<strong>at</strong>ion.<br />
