significantly affect how the suppliers of distribution services oper<strong>at</strong>e and trade.<br />
For example, an econometric model simul<strong>at</strong><strong>in</strong>g the impact of regul<strong>at</strong>ions on distribution<br />
<strong>in</strong> eight OECD countries has revealed th<strong>at</strong> the consequent sector <strong>in</strong>efficiencies<br />
might impose substantial welfare costs, rival<strong>in</strong>g even those associ<strong>at</strong>ed<br />
with trade barriers (Bradford 1995). This f<strong>in</strong>d<strong>in</strong>g is likely to be relevant also <strong>in</strong> the<br />
case of the effect of regul<strong>at</strong>ions <strong>in</strong> develop<strong>in</strong>g countries.<br />
The dimensions th<strong>at</strong> governments should consider <strong>in</strong> regul<strong>at</strong><strong>in</strong>g the distribution<br />
sector are the range of services available to consumers and the welfare of consumers<br />
<strong>in</strong> the various market segments; the efficiency, productivity, and technical<br />
<strong>in</strong>nov<strong>at</strong>ion of retail stores and their supply cha<strong>in</strong>s; the degree of competition (by<br />
type of concentr<strong>at</strong>ion, whether horizontal cooper<strong>at</strong>ion or vertical) and specializ<strong>at</strong>ion;<br />
pric<strong>in</strong>g issues; <strong>in</strong>tern<strong>at</strong>ionaliz<strong>at</strong>ion; health and safety; urban plann<strong>in</strong>g and<br />
zon<strong>in</strong>g; and social and labor conditions. In trade terms, these characteristics of the<br />
sector can affect the extent and n<strong>at</strong>ure of the market access of foreign companies<br />
and the degree of n<strong>at</strong>ional tre<strong>at</strong>ment once such companies are established <strong>in</strong> markets,<br />
th<strong>at</strong> is, the extent to which the regul<strong>at</strong>ions apply equally to local companies<br />
and workers, as well as to foreign affili<strong>at</strong>es and temporary foreign employees or<br />
consultants.<br />
The economic development of the distribution sector is shaped by consumer<br />
demand factors and societal aims. Political and legal decisions th<strong>at</strong> are taken <strong>in</strong> the<br />
context of liberaliz<strong>at</strong>ion could serve to speed up this process. The choices fac<strong>in</strong>g<br />
governments revolve around the way to phase <strong>in</strong> far-reach<strong>in</strong>g changes and to mitig<strong>at</strong>e<br />
the <strong>in</strong>evitable costs of structural adjustment th<strong>at</strong> adversely affect the poorest<br />
people, whether these are shop owners, agricultural producers, or consumers.<br />
These costs arise if family-owned shops are put out of bus<strong>in</strong>ess, lead<strong>in</strong>g to the<br />
need for unemployment benefits, early retirement on st<strong>at</strong>e pensions, or retra<strong>in</strong><strong>in</strong>g<br />
for altern<strong>at</strong>ive employment. Various regul<strong>at</strong>ory and adm<strong>in</strong>istr<strong>at</strong>ive tools must be<br />
deployed to mitig<strong>at</strong>e the neg<strong>at</strong>ive effects, but the required human, <strong>in</strong>stitutional,<br />
and f<strong>in</strong>ancial resources may not always be available.<br />
The impacts of liberaliz<strong>at</strong>ion on which governments should focus are conditioned<br />
by the level of social and economic development; the quality of legal governance;<br />
the availability of <strong>in</strong>form<strong>at</strong>ion and communic<strong>at</strong>ion technology <strong>in</strong>frastructure,<br />
equipment, and skills; and the effect on the environment. There is no panacea<br />
to propose to governments. It may be important to phase <strong>in</strong> liberaliz<strong>at</strong>ion measures<br />
if there are sensitive social issues <strong>at</strong> stake (such as racial and gender balanc<strong>in</strong>g),<br />
if the resources to address the adverse consequences of structural adjustment are<br />
lack<strong>in</strong>g, or if aid for capacity build<strong>in</strong>g is necessary. The most s<strong>in</strong>gular issues revolve<br />
around ethnic history, social networks, the prevail<strong>in</strong>g legally recognized structure<br />
of enterprises, the privileges accorded to certa<strong>in</strong> c<strong>at</strong>egories of citizens, land ownership,<br />
real est<strong>at</strong>e prices, the st<strong>at</strong>e control of outlets, and product prices.
