There are several successful exporters based <strong>in</strong> develop<strong>in</strong>g countries, particularly <strong>in</strong><br />
East Asia and the Middle East. Larsen & Toubro is India’s largest <strong>in</strong>tern<strong>at</strong>ional contractor<br />
<strong>in</strong> the construction sector. The company is established <strong>in</strong> some 20 countries,<br />
<strong>in</strong>clud<strong>in</strong>g <strong>in</strong> Africa and the Middle East. Its US$1 billion <strong>in</strong> exports <strong>in</strong> 2007 covered<br />
turnkey projects <strong>in</strong> market segments such as power, <strong>in</strong>dustry, petroleum, transport,<br />
and general build<strong>in</strong>g construction. The project portfolio <strong>in</strong>cludes the design and eng<strong>in</strong>eer<strong>in</strong>g<br />
of power plants and the build<strong>in</strong>g of football stadiums and airport-term<strong>in</strong>al<br />
complexes.<br />
Enka Construction & Industry Company is Turkey’s lead<strong>in</strong>g exporter of construction<br />
services, with US$2.1 billion <strong>in</strong> exports <strong>in</strong> 2007. The company is <strong>in</strong>volved <strong>in</strong> large<br />
transport<strong>at</strong>ion, petrochemical, and general build<strong>in</strong>g projects <strong>in</strong> Africa, Eastern<br />
Europe, the Middle East, and Central Asia. It has constructed high-rise build<strong>in</strong>gs and<br />
commercial and bus<strong>in</strong>ess centers <strong>in</strong> Russia, highways <strong>in</strong> Eastern Europe, petrochemical<br />
plants <strong>in</strong> Central Asia, and <strong>in</strong>dustrial plants <strong>in</strong> countries such as Algeria, Ethiopia,<br />
and Russia.<br />
Lebanon’s Arabian Construction Company exported construction services worth<br />
US$1.1 billion <strong>in</strong> 2007. Its areas of expertise <strong>in</strong>clude telecommunic<strong>at</strong>ions, <strong>in</strong> which it<br />
offers complete solutions <strong>in</strong> radio and fiber-optic communic<strong>at</strong>ions systems. It also<br />
provides <strong>in</strong>tegr<strong>at</strong>ed <strong>in</strong>form<strong>at</strong>ion systems and <strong>in</strong>form<strong>at</strong>ion centers; the design, supply,<br />
<strong>in</strong>stall<strong>at</strong>ion, and ma<strong>in</strong>tenance of power systems; site prepar<strong>at</strong>ion for computer<br />
and control rooms; electromechanical projects; and standby power backup for hightechnology<br />
equipment. Some of the tallest towers <strong>in</strong> Dubai have been built by the<br />
company.<br />
The largest develop<strong>in</strong>g-country exporter of construction services is Ch<strong>in</strong>a Communic<strong>at</strong>ions<br />
Construction Company. In 2007, it exported construction services and<br />
designs for transport <strong>in</strong>frastructure, dredg<strong>in</strong>g, and port mach<strong>in</strong>ery manufacture<br />
worth US$4.2 billion. It is the third largest dredg<strong>in</strong>g company <strong>in</strong> the world and the<br />
world’s largest conta<strong>in</strong>er-crane manufacturer.<br />
These requirements are often more str<strong>in</strong>gent <strong>in</strong> developed countries than <strong>in</strong><br />
develop<strong>in</strong>g countries, and they may be applied <strong>at</strong> the n<strong>at</strong>ional and regional levels.<br />
The adm<strong>in</strong>istr<strong>at</strong>ion of standards and certific<strong>at</strong>ions and the recognition of qualific<strong>at</strong>ions<br />
are often deleg<strong>at</strong>ed to professional bodies or priv<strong>at</strong>e sector associ<strong>at</strong>ions.<br />
But, aside from the benefits they may entail <strong>in</strong> terms of safety and quality assurance,<br />
they can be significant hurdles and sources of learn<strong>in</strong>g costs for companies<br />
wish<strong>in</strong>g to enter a foreign market.<br />
The implement<strong>at</strong>ion of <strong>in</strong>tern<strong>at</strong>ional or regional product standards and build<strong>in</strong>g<br />
codes th<strong>at</strong> comply with <strong>in</strong>tern<strong>at</strong>ional good practice strengthens the local<br />
sector <strong>in</strong> two ways. First, it reduces transaction costs by remov<strong>in</strong>g the need for foreign<br />
companies to change their production processes <strong>at</strong> the same time as it provides<br />
more <strong>in</strong>centives for <strong>in</strong>tern<strong>at</strong>ional contractors to <strong>in</strong>tegr<strong>at</strong>e local suppliers <strong>in</strong><br />
supply cha<strong>in</strong>s. Harmonized technical requirements, build<strong>in</strong>g codes, and product<br />
standards provide economies of scale <strong>in</strong> the procurement of m<strong>at</strong>erials, tools, and<br />
equipment and less need to <strong>in</strong>vest <strong>in</strong> reeduc<strong>at</strong>ion. Second, because they expose
