for proximity between the consumer and the producer implies th<strong>at</strong> the<br />

consumer or the producer must move to make an <strong>in</strong>tern<strong>at</strong>ional transaction possible.<br />

Because the conventional def<strong>in</strong>ition of trade, which <strong>in</strong>volves products<br />

cross<strong>in</strong>g frontiers, would miss out on a whole range of <strong>in</strong>tern<strong>at</strong>ional transactions,<br />

the GATS takes a wide view of trade, which is def<strong>in</strong>ed to <strong>in</strong>clude four<br />

modes of supply.<br />

Table 1.2 presents and def<strong>in</strong>es these modes of supply and <strong>in</strong>dic<strong>at</strong>es the modes<br />

th<strong>at</strong> are particularly relevant for the eight service sectors studied <strong>in</strong> the various<br />

chapters. It does not, however, take <strong>in</strong>to consider<strong>at</strong>ion the many policy-<strong>in</strong>duced<br />

restrictions th<strong>at</strong> sometimes prohibit or impede trade <strong>in</strong> these modes. The table<br />

illustr<strong>at</strong>es the horizontal importance th<strong>at</strong> commercial presence (Mode 3) has as a<br />

potential mode of service delivery <strong>in</strong> all the sectors.<br />

The movement of n<strong>at</strong>ural persons (Mode 4) is also an important source of supply<br />

<strong>in</strong> the gre<strong>at</strong> majority of the sectors. Intracorpor<strong>at</strong>e transfers of professionals<br />

l<strong>in</strong>ked to foreign direct <strong>in</strong>vestment are crucial for all sectors. The restrictions th<strong>at</strong><br />
