recognition agreements) and acqua<strong>in</strong>tance with the most up-to-d<strong>at</strong>e account<strong>in</strong>g<br />

methods and standards are essential to becom<strong>in</strong>g <strong>in</strong>tern<strong>at</strong>ionally competitive.<br />

This could occur as the result of technology and knowledge transfers<br />

through particip<strong>at</strong>ion <strong>in</strong> <strong>in</strong>tern<strong>at</strong>ional networks of account<strong>in</strong>g firms (for<br />

example, the big four) or as part of an effort to achieve such <strong>in</strong>tegr<strong>at</strong>ion.<br />

Most listed companies and mult<strong>in</strong><strong>at</strong>ional companies need their accounts to<br />

be kept accord<strong>in</strong>g to <strong>in</strong>tern<strong>at</strong>ional standards. Accountants who are not qualified<br />

or acqua<strong>in</strong>ted with such standards do not have access to these important<br />

clients.<br />

For the economy as a whole, the adoption of best practices and <strong>in</strong>tern<strong>at</strong>ional<br />

standards facilit<strong>at</strong>es <strong>in</strong>tegrity <strong>in</strong> the public and priv<strong>at</strong>e sectors, <strong>in</strong>stills confidence<br />

<strong>in</strong> bus<strong>in</strong>ess transactions, and facilit<strong>at</strong>es the access of bus<strong>in</strong>esses to credit,<br />

among other advantages. <strong>Trade</strong> open<strong>in</strong>g and domestic reforms should therefore<br />

be accompanied by <strong>in</strong>creased <strong>in</strong>tern<strong>at</strong>ional cooper<strong>at</strong>ion and standards harmoniz<strong>at</strong>ion.<br />

While a strong case can be made for the adoption of <strong>in</strong>tern<strong>at</strong>ional<br />

standards by develop<strong>in</strong>g countries, there are some cave<strong>at</strong>s worth not<strong>in</strong>g. Thus,<br />

for the majority of firms <strong>in</strong> develop<strong>in</strong>g countries th<strong>at</strong> are small and mediumsize<br />

enterprises, <strong>in</strong>tern<strong>at</strong>ional standards may constitute an unnecessary burden<br />

on the firms themselves and on the local account<strong>in</strong>g service markets th<strong>at</strong> lack<br />

enough qualified professionals. The potential risk is th<strong>at</strong> develop<strong>in</strong>g countries<br />

might realloc<strong>at</strong>e all their efforts and resources solely to the production of<br />

accountants qualified to implement <strong>in</strong>tern<strong>at</strong>ional standards <strong>at</strong> the expense of<br />

account<strong>in</strong>g technicians who could provide affordable and appropri<strong>at</strong>e services<br />

to the majority of domestic firms; the countries would thereby leave a large portion<br />

of the domestic market underserved, even if the prospects for exports<br />

would be enhanced.<br />

Simplified IFRSs for small and medium-size enterprises have been developed<br />

by the <strong>Intern<strong>at</strong>ional</strong> Feder<strong>at</strong>ion of Accountants. The extent to which countries<br />

adopt these IFRSs and cre<strong>at</strong>e a correspond<strong>in</strong>g account<strong>in</strong>g technician qualific<strong>at</strong>ion<br />

th<strong>at</strong> is recognized <strong>in</strong>tern<strong>at</strong>ionally could actually benefit the export<strong>in</strong>g of<br />

account<strong>in</strong>g services, particularly those rel<strong>at</strong>ed to the outsourc<strong>in</strong>g of activities<br />

th<strong>at</strong> require lower qualific<strong>at</strong>ions, such as bookkeep<strong>in</strong>g, account management,<br />

bill<strong>in</strong>g services, and payroll. (Box 8.6 provides an example of a support program<br />

for standard compliance.)<br />

Adapt<strong>in</strong>g the profession to <strong>in</strong>tern<strong>at</strong>ional competition<br />

The existence and diffusion of <strong>in</strong>tern<strong>at</strong>ional standards are a means to enhance<br />

the global <strong>in</strong>tegr<strong>at</strong>ion of the account<strong>in</strong>g profession. The more uniform the<br />

standards, the more tradable the services of domestic accountants. This
