Assess<strong>in</strong>g the Potential of <strong>Services</strong> <strong>Trade</strong> <strong>in</strong> Develop<strong>in</strong>g Countries 11<br />

Regul<strong>at</strong>ion: Designed and implemented <strong>in</strong> the least trade<br />

restrictive manner possible<br />

Ensur<strong>in</strong>g th<strong>at</strong> markets are competitive is a key objective for regul<strong>at</strong>ors <strong>in</strong> most<br />

service sectors. Consumers have much to ga<strong>in</strong> if regul<strong>at</strong>ors seek to achieve this<br />

objective by pay<strong>in</strong>g close <strong>at</strong>tention to the effect of rules and regul<strong>at</strong>ions on domestic<br />

and <strong>in</strong>tern<strong>at</strong>ional supply. Regul<strong>at</strong>ory audit or impact assessment with an <strong>in</strong>tern<strong>at</strong>ional<br />

dimension is the most effective way to achieve this goal. In addition, the<br />

aim of regul<strong>at</strong>ory reform is not to remove regul<strong>at</strong>ions, but, r<strong>at</strong>her, to make regul<strong>at</strong>ions<br />

achieve their objectives with as small a footpr<strong>in</strong>t as possible and to ensure<br />

th<strong>at</strong> regul<strong>at</strong>ions are as trade-friendly as possible.<br />

Service sector moderniz<strong>at</strong>ion and trade liberaliz<strong>at</strong>ion may<br />

entail adjustment costs<br />

<strong>Trade</strong> liberaliz<strong>at</strong>ion often entails adjustment costs as resources are be<strong>in</strong>g realloc<strong>at</strong>ed<br />

to places where they may be employed more productively. 2 Moderniz<strong>at</strong>ion<br />

<strong>in</strong> the service sector—whether as a result of endogenous <strong>in</strong>nov<strong>at</strong>ion and n<strong>at</strong>ional<br />

upgrad<strong>in</strong>g or the entry of foreign competitors th<strong>at</strong> br<strong>in</strong>g new service offer<strong>in</strong>gs<br />

and new service delivery options—often requires the upgrad<strong>in</strong>g of skills. Thus,<br />

labor adjustment costs can be an important consider<strong>at</strong>ion. Most services need to<br />

be provided <strong>at</strong> the place of consumption, and the liberaliz<strong>at</strong>ion process may<br />

<strong>in</strong>volve either a positive or a neg<strong>at</strong>ive change <strong>in</strong> the absolute level of employment<br />

<strong>in</strong> the sector.<br />

In the eight sectors studied <strong>in</strong> this book, it is only <strong>in</strong> the distribution service<br />

sector th<strong>at</strong> large-scale unemployment often results from moderniz<strong>at</strong>ion. The productivity<br />

enhancements l<strong>in</strong>ked to the shift <strong>in</strong> urban areas from a retail<strong>in</strong>g system<br />

based on mom-and-pop stores to large form<strong>at</strong>s can impair the livelihoods of<br />

small store holders. There may also be a gap <strong>in</strong> the provision of retail services<br />

between city centers and suburban and rural popul<strong>at</strong>ions. Moreover, the smallest<br />

food producers may lose their retail clients and thus their livelihoods. The ownership<br />

of the new supermarkets can raise ethnic and other social stability issues, as<br />

experienced <strong>in</strong> East Africa and Southeast Asia.<br />

Consequently, policy makers may consider open<strong>in</strong>g up markets <strong>in</strong> phases to<br />

allow local suppliers to adjust to higher standards. The process can be gre<strong>at</strong>ly facilit<strong>at</strong>ed<br />

if social safety nets and resources to assist <strong>in</strong> tra<strong>in</strong><strong>in</strong>g and technical upgrad<strong>in</strong>g<br />

are <strong>in</strong> place to enable farmers and small suppliers to fulfill the m<strong>in</strong>imum safety<br />

and quality standards required to <strong>in</strong>tegr<strong>at</strong>e <strong>in</strong> the supply cha<strong>in</strong>s of more demand<strong>in</strong>g<br />

retailers.<br />

Employment <strong>in</strong> professional services such as account<strong>in</strong>g, legal, eng<strong>in</strong>eer<strong>in</strong>g,<br />

and IT services may also be positively affected <strong>in</strong> develop<strong>in</strong>g countries as a result
