local companies to <strong>in</strong>tern<strong>at</strong>ional standards and good practice <strong>in</strong> build<strong>in</strong>g codes,<br />

the companies become more well equipped to compete <strong>in</strong> foreign markets <strong>in</strong><br />

which the same standards, codes, and so on are employed.<br />

Yet, import<strong>in</strong>g wholesale standards from abroad does not necessarily br<strong>in</strong>g any<br />

benefits. Standards need to suit the local environment, and regional cooper<strong>at</strong>ion<br />

may well be the most useful way forward. In addition, <strong>in</strong> countries with limited<br />

government capacity, it makes sense to <strong>in</strong>vest effort <strong>in</strong> harmoniz<strong>in</strong>g or reform<strong>in</strong>g<br />

standards if they are likely to be implemented or followed by the sector. Policy<br />

makers should therefore consult with construction companies and other <strong>in</strong>terest<br />

groups about the usefulness of prospective reforms to standards and build<strong>in</strong>g<br />

codes. It is also important to recognize the risk <strong>in</strong> poorly governed countries<br />

th<strong>at</strong> government agencies with power to <strong>in</strong>spect and enforce sometimes unclear<br />

regul<strong>at</strong>ions may simply undertake rent-seek<strong>in</strong>g activities th<strong>at</strong> produce additional<br />

challenges r<strong>at</strong>her than reduc<strong>in</strong>g transaction costs and rais<strong>in</strong>g quality and safety<br />

standards. For example, the World Bank (2007) reports on a Ch<strong>in</strong>ese construction<br />

company th<strong>at</strong> pays an annual fee of US$20,000 for a license to oper<strong>at</strong>e <strong>in</strong><br />

Tanzania. Wh<strong>at</strong>ever the value of the certific<strong>at</strong>ion, the fee will always be covered by<br />

the Tanzanian clients.<br />

The will<strong>in</strong>gness to adapt the local sector to <strong>in</strong>tern<strong>at</strong>ional good practice will<br />

eventually lead beyond product standards and build<strong>in</strong>g codes. For example, <strong>in</strong><br />

Mauritius, local policy makers have sought to implement <strong>in</strong>tern<strong>at</strong>ional standards<br />

and to support the development of new standards <strong>in</strong> areas such as registr<strong>at</strong>ion,<br />

licens<strong>in</strong>g and certific<strong>at</strong>ion, procurement policies, liability, and copyrights (UNCTAD<br />

2000b). The strong l<strong>in</strong>ks between construction services and professional services<br />

such as eng<strong>in</strong>eer<strong>in</strong>g and architectural services may also conv<strong>in</strong>ce policy makers,<br />

particularly policy makers <strong>in</strong> middle-<strong>in</strong>come countries, to take a broader view of<br />

the issues, such as the problems associ<strong>at</strong>ed with the nonrecognition of qualific<strong>at</strong>ions<br />

for foreign professionals, which cre<strong>at</strong>es difficulties <strong>in</strong> import<strong>in</strong>g and export<strong>in</strong>g<br />

countries.<br />

The <strong>in</strong>stitutions th<strong>at</strong> are most well suited to address these issues and th<strong>at</strong><br />

can help upgrade local capacity are domestic or regional <strong>in</strong>dustry associ<strong>at</strong>ions<br />

and standards bodies. Such <strong>in</strong>stitutions should promote the progressive<br />

implement<strong>at</strong>ion of <strong>in</strong>tern<strong>at</strong>ional standards and build<strong>in</strong>g codes whenever these are<br />

applicable to the domestic environment, and develop<strong>in</strong>g countries can approach<br />

<strong>in</strong>tern<strong>at</strong>ional donors who provide technical assistance and capacity build<strong>in</strong>g <strong>in</strong><br />

these areas. Depend<strong>in</strong>g on the regul<strong>at</strong>ory framework, the work laid out for policy<br />

makers may <strong>in</strong>clude modify<strong>in</strong>g exist<strong>in</strong>g regul<strong>at</strong>ions, but also <strong>in</strong>troduc<strong>in</strong>g regul<strong>at</strong>ions<br />

<strong>in</strong> countries <strong>in</strong> which none are available. For <strong>in</strong>stance, the portfolio on build<strong>in</strong>g<br />

construction of the <strong>Intern<strong>at</strong>ional</strong> Organiz<strong>at</strong>ion for Standardiz<strong>at</strong>ion covers<br />

standards for construction equipment; concrete, timber, and metal structures;
