form<strong>at</strong>ion of a jo<strong>in</strong>t venture with a local company may be the most effective form<br />

of market entry, given the expertise of local companies <strong>in</strong> local market conditions<br />

and the regul<strong>at</strong>ory environment. However, the requirement to form a jo<strong>in</strong>t venture<br />

is often imposed to seek transfers of technology and project management expertise,<br />

as well as to provide bus<strong>in</strong>ess opportunities to local companies.<br />

There are also several restrictions on commercial presence th<strong>at</strong> reflect a<br />

n<strong>at</strong>ional tre<strong>at</strong>ment (WTO 1998). Table 6.5 shows th<strong>at</strong> these <strong>in</strong>clude registr<strong>at</strong>ion<br />

requirements, authoriz<strong>at</strong>ion requirements, performance requirements, and technology<br />

transfer requirements; licens<strong>in</strong>g, standards, and qualific<strong>at</strong>ions; and<br />
