by the <strong>in</strong>herently complex task of deliver<strong>in</strong>g IT services through electronic supply;<br />

others are l<strong>in</strong>ked to shortages of human capital. Policy makers can allevi<strong>at</strong>e some of<br />

these constra<strong>in</strong>ts to help the priv<strong>at</strong>e sector harness trade opportunities <strong>in</strong> the IT<br />

service sector. Effective str<strong>at</strong>egies are likely to focus on <strong>in</strong>iti<strong>at</strong>ives th<strong>at</strong> help <strong>at</strong>tract<br />

priv<strong>at</strong>e <strong>in</strong>vestment from local and foreign <strong>in</strong>vestors, reward entrepreneurship by<br />

improv<strong>in</strong>g the bus<strong>in</strong>ess environment, and raise educ<strong>at</strong>ional standards.<br />

In countries with weak <strong>in</strong>frastructure and poor bus<strong>in</strong>ess environments, a common<br />

approach is to permit priv<strong>at</strong>e real est<strong>at</strong>e developers to build software and<br />

high-technology parks near popul<strong>at</strong>ion centers with eng<strong>in</strong>eer<strong>in</strong>g colleges. These<br />

parks provide modern office facilities with a guaranteed power supply and Internet<br />

broadband connectivity. By nurtur<strong>in</strong>g clusters, IT service companies can enjoy<br />

economies of scale <strong>in</strong> procur<strong>in</strong>g <strong>in</strong>put services and overcom<strong>in</strong>g <strong>in</strong>frastructure<br />

bottlenecks. There is no s<strong>in</strong>gle best solution, and regul<strong>at</strong>ory flexibility can allow<br />

park oper<strong>at</strong>ors to experiment with marketable altern<strong>at</strong>ives. The key focus <strong>in</strong> the<br />

parks is service provision. A streaml<strong>in</strong>ed <strong>in</strong>terface to public authorities and readyto-use<br />

facilities are the ma<strong>in</strong> <strong>at</strong>tractions. Some high-technology parks offer fiscal<br />

<strong>in</strong>centives to their export-oriented <strong>in</strong>vestors, such as time-limited <strong>in</strong>come tax holidays,<br />

the duty-free import<strong>at</strong>ion of capital goods, and grants for tra<strong>in</strong><strong>in</strong>g new<br />

employees. However, fiscal <strong>in</strong>centives are seldom necessary to <strong>at</strong>tract <strong>in</strong>vestment<br />

<strong>in</strong> the IT service sector. Essential <strong>in</strong>centives <strong>in</strong>clude full equity ownership for foreign<br />

<strong>in</strong>vestors and the facilit<strong>at</strong>ed employment of foreign n<strong>at</strong>ionals <strong>in</strong> supervisory<br />

and technical positions.<br />

Inadequ<strong>at</strong>e Internet connectivity is one of the key supply constra<strong>in</strong>ts to trade<br />

through electronic supply. D<strong>at</strong>a show th<strong>at</strong> many countries, particularly <strong>in</strong> Africa,<br />

are restricted <strong>in</strong> their particip<strong>at</strong>ion <strong>in</strong> the <strong>in</strong>tern<strong>at</strong>ional IT service market because<br />

of expensive, unreliable, and low-capacity Internet connectivity. Policy makers <strong>in</strong><br />

such countries should <strong>in</strong>vestig<strong>at</strong>e local market conditions and assess whether poor<br />

capacity and high prices may be a result of the regul<strong>at</strong>ory environment or the<br />

anticompetitive behavior of local providers. If necessary, they should take action<br />

to improve competition or modify the rules and regul<strong>at</strong>ions th<strong>at</strong> cover telecommunic<strong>at</strong>ions<br />

and Internet broadband providers and thereby stimul<strong>at</strong>e priv<strong>at</strong>e<br />

<strong>in</strong>vestment. Policy makers should also reassess local labor market policies and<br />

telecommunic<strong>at</strong>ions policies, for example, with regard to restrictions on voice<br />

over Internet protocol services and night shifts, to ensure th<strong>at</strong> the regul<strong>at</strong>ory environment<br />

is conducive to IT service trade.<br />

The gre<strong>at</strong>est challenge <strong>in</strong> most develop<strong>in</strong>g countries revolves around rais<strong>in</strong>g<br />

the quality and relevance of technical educ<strong>at</strong>ion. India and Pakistan are two countries<br />

<strong>in</strong> which priv<strong>at</strong>e colleagues have played a significant role <strong>in</strong> <strong>in</strong>creas<strong>in</strong>g access<br />

to technical tra<strong>in</strong><strong>in</strong>g and thereby expanded the supply of labor for the IT service<br />

sector. In the educ<strong>at</strong>ion of IT professionals, the responsibility of these governments
