Technology <strong>Services</strong> of Interest for Develop<strong>in</strong>g<br />

Countries<br />

<strong>Trade</strong> <strong>in</strong> <strong>in</strong>form<strong>at</strong>ion technology (IT) services is of <strong>in</strong>terest for develop<strong>in</strong>g<br />

countries for several reasons. 1 First, with regard to essential supply-side requirements<br />

commensur<strong>at</strong>e with factor endowments <strong>in</strong> many develop<strong>in</strong>g countries, the<br />

IT service sector makes <strong>in</strong>tensive use of human capital, but is not particularly<br />

reliant on physical capital. An export-oriented IT service sector can thus thrive <strong>in</strong><br />

a country with good technical educ<strong>at</strong>ion and limited <strong>in</strong>frastructure.<br />

Second, widespread connectivity to <strong>in</strong>tern<strong>at</strong>ional <strong>in</strong>form<strong>at</strong>ion and communic<strong>at</strong>ion<br />

technology networks and <strong>in</strong>expensive technical solutions for onl<strong>in</strong>e collabor<strong>at</strong>ion<br />

and communic<strong>at</strong>ion enable IT service entrepreneurs to compete for bus<strong>in</strong>ess<br />

<strong>in</strong>dependently of loc<strong>at</strong>ion. Electronic supply also reduces trade costs and<br />

allows companies to leverage local cost structures.<br />

Third, a dynamic domestic market, while helpful, is not necessarily a prerequisite<br />

for success. As the Indian case proves, an IT service sector can be nurtured and<br />

thrive without significant local demand. Companies with the necessary talent can<br />

tap <strong>in</strong>to <strong>in</strong>tern<strong>at</strong>ional markets and grow on the back of foreign demand.<br />

Fourth, software encompasses a wide array of products and technologies and is<br />

developed us<strong>in</strong>g different techniques such as programm<strong>in</strong>g languages, script<strong>in</strong>g<br />
