Understand<strong>in</strong>g <strong>Trade</strong> <strong>in</strong> Environmental <strong>Services</strong>: Key Issues and Prospects 335<br />
n<strong>at</strong>ional or <strong>in</strong>tern<strong>at</strong>ional And which are the appropri<strong>at</strong>e <strong>in</strong>struments to implement<br />
such standards<br />
Harmonized <strong>in</strong>tern<strong>at</strong>ional environmental management standards, such as those<br />
ma<strong>in</strong>ta<strong>in</strong>ed by the <strong>Intern<strong>at</strong>ional</strong> Organiz<strong>at</strong>ion for Standardiz<strong>at</strong>ion, can <strong>in</strong>crease the<br />
trade opportunities <strong>in</strong> environmental services. Industries use environmental services<br />
to meet these standards, which are required by many buyers abroad. For example,<br />
Tunisie Lait, based <strong>in</strong> Sousse, Tunisia, implements <strong>Intern<strong>at</strong>ional</strong> Organiz<strong>at</strong>ion<br />
for Standardiz<strong>at</strong>ion 14001 standards <strong>in</strong> manag<strong>in</strong>g the impact of its production<br />
facilities on the environment (ISI Emerg<strong>in</strong>g Markets 2008b). Furthermore, firms<br />
adhere to such standards to meet licens<strong>in</strong>g requirements <strong>in</strong> export markets of<br />
<strong>in</strong>terest. For example, the waste management company Sancon Resources Recovery<br />
adheres to <strong>Intern<strong>at</strong>ional</strong> Organiz<strong>at</strong>ion for Standardiz<strong>at</strong>ion 14001 standards and<br />
offers services <strong>in</strong> Australia and Ch<strong>in</strong>a (AllBus<strong>in</strong>ess 2008). Policy makers can promote<br />
standards and facilit<strong>at</strong>e priv<strong>at</strong>e sector engagement through the <strong>Intern<strong>at</strong>ional</strong><br />
Organiz<strong>at</strong>ion for Standardiz<strong>at</strong>ion. They can ensure f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong>iti<strong>at</strong>ives for small<br />
and medium-size enterprises th<strong>at</strong> <strong>in</strong>clude environmental service firms.<br />
In contrast, <strong>in</strong> environmental <strong>in</strong>frastructure services, several examples demonstr<strong>at</strong>e<br />
th<strong>at</strong>, particularly <strong>in</strong> develop<strong>in</strong>g countries, n<strong>at</strong>ional standards with high<br />
domestic relevance have the potential to ensure th<strong>at</strong> important access and safety<br />
goals are ensured. In Bolivia, flexible n<strong>at</strong>ional standards th<strong>at</strong> provide jo<strong>in</strong>tly<br />
owned connections to w<strong>at</strong>er and wastew<strong>at</strong>er services <strong>at</strong> lower cost us<strong>in</strong>g smaller<br />
pipes <strong>in</strong> underground trenches under p<strong>at</strong>ios and pavements (<strong>in</strong>stead of the prevalent<br />
custom connections <strong>in</strong>side homes) have enabled the expansion of w<strong>at</strong>er<br />
services <strong>at</strong> an affordable price to the poorest part of El Alto and La Paz. The<br />
technology has been approved by the Bolivia Institute for Norms and Technical<br />
Standards. Develop<strong>in</strong>g countries are encouraged to <strong>in</strong>troduce such flexible local<br />
regul<strong>at</strong>ions th<strong>at</strong> encourage oper<strong>at</strong>ors to meet service standards and ensure th<strong>at</strong><br />
important goals set by authorities are not compromised (Geloso Grosso 2007).<br />
In terms of <strong>in</strong>struments, the implement<strong>at</strong>ion of environmental regul<strong>at</strong>ion and<br />
legisl<strong>at</strong>ion is the ma<strong>in</strong> driver <strong>in</strong> environmental service markets and trade. At the<br />
n<strong>at</strong>ional level, laws and regul<strong>at</strong>ions are the primary drivers for key environmental<br />
service <strong>in</strong>dustries. The establishment of regul<strong>at</strong>ory authorities, the promulg<strong>at</strong>ion<br />
of legisl<strong>at</strong>ion, and enforcement actions <strong>in</strong>fluence the development of environmental<br />
services. Policy makers can recognize the economic and environmental<br />
value of support<strong>in</strong>g environmental <strong>in</strong>stitutions th<strong>at</strong> promulg<strong>at</strong>e and enforce regul<strong>at</strong>ions.<br />
However, environmental improvement and development can be<br />
achieved <strong>in</strong> a more efficient way through economic <strong>in</strong>struments—such as environmental<br />
charges and taxes, tradable permits, emission fees and tradable emission<br />
allowances, and environmental subsidies—because these provide <strong>in</strong>centives<br />
for companies to meet environmental targets.
