The account<strong>in</strong>g profession is partially protected from offshor<strong>in</strong>g by domestic<br />

regul<strong>at</strong>ions on liability <strong>in</strong>sofar as a local accountant is liable for the delivery of certa<strong>in</strong><br />

services. Nonetheless, many upstream activities can be outsourced, particularly<br />

those th<strong>at</strong> have low local knowledge content and require lower qualific<strong>at</strong>ions.<br />

Typically, bookkeep<strong>in</strong>g, account management, bill<strong>in</strong>g services, payroll, tax plann<strong>in</strong>g<br />

and returns, and the prepar<strong>at</strong>ion of f<strong>in</strong>ancial st<strong>at</strong>ements are account<strong>in</strong>g services<br />

th<strong>at</strong> can be outsourced. Outsourc<strong>in</strong>g can be undertaken with<strong>in</strong> a firm (with<br />

loc<strong>at</strong>ions <strong>in</strong> different countries) or with a contracted service provider. An<br />

account<strong>in</strong>g firm can also use resources loc<strong>at</strong>ed outside a client’s country whether<br />

or not the resources are part of a global network. For <strong>in</strong>stance, some accountants<br />

<strong>in</strong> France have partnerships with Tunisian firms to second them <strong>in</strong> periods of high<br />

demand. Thus, the client could be a company or another account<strong>in</strong>g firm. There<br />

are, accord<strong>in</strong>gly, a significant number of possible bus<strong>in</strong>ess models <strong>in</strong>volv<strong>in</strong>g outsourc<strong>in</strong>g<br />

and offshor<strong>in</strong>g. Some examples of offshore account<strong>in</strong>g services are <strong>in</strong>dic<strong>at</strong>ed<br />

<strong>in</strong> table 8.3.<br />

The level of outsourc<strong>in</strong>g opportunities for account<strong>in</strong>g firms will depend on<br />

<strong>in</strong>tern<strong>at</strong>ional rel<strong>at</strong>ionships, language ability, and professional expertise, as well as<br />

access to a quality communic<strong>at</strong>ions <strong>in</strong>frastructure. Knowledge of <strong>in</strong>tern<strong>at</strong>ional<br />

account<strong>in</strong>g standards is essential, and most firms engaged <strong>in</strong> this form of trade will<br />

seek certific<strong>at</strong>ion through the <strong>Intern<strong>at</strong>ional</strong> Organiz<strong>at</strong>ion for Standardiz<strong>at</strong>ion.<br />

Technologies profoundly affect the account<strong>in</strong>g bus<strong>in</strong>ess. Good account<strong>in</strong>g<br />

software <strong>in</strong>creases productivity <strong>in</strong> account<strong>in</strong>g firms, while requir<strong>in</strong>g robust <strong>in</strong>form<strong>at</strong>ion<br />

and communic<strong>at</strong>ions <strong>in</strong>frastructure and professional tra<strong>in</strong><strong>in</strong>g. Software is<br />

widely used <strong>in</strong> the <strong>in</strong>dustry for account<strong>in</strong>g transactions and tax prepar<strong>at</strong>ion. From<br />

a trade standpo<strong>in</strong>t, policy makers can determ<strong>in</strong>e if tariffs, <strong>in</strong>adequ<strong>at</strong>e <strong>in</strong>frastructure,<br />

or limited educ<strong>at</strong>ional opportunities are <strong>in</strong>hibit<strong>in</strong>g domestic firms from<br />

deploy<strong>in</strong>g technology and compet<strong>in</strong>g on a global basis. They can adjust rules and<br />

regul<strong>at</strong>ory oversight to ensure th<strong>at</strong> account<strong>in</strong>g professionals have access to robust<br />

<strong>in</strong>form<strong>at</strong>ion technology systems. On the other hand, some account<strong>in</strong>g firms<br />

engaged <strong>in</strong> the offshor<strong>in</strong>g bus<strong>in</strong>ess have expressed fears th<strong>at</strong> the diffusion of this<br />

software would suppress the need for many of the outsourced services. Thus, the<br />

prospects for offshor<strong>in</strong>g could be overestim<strong>at</strong>ed.<br />
