IT service companies can seek to obta<strong>in</strong> process-oriented quality certific<strong>at</strong>es<br />

th<strong>at</strong> signal the m<strong>at</strong>urity of <strong>in</strong>ternal service production methods. Carnegie Mellon<br />

Software Eng<strong>in</strong>eer<strong>in</strong>g Institute–Capability M<strong>at</strong>urity Model Integr<strong>at</strong>ion certific<strong>at</strong>ion<br />

is particularly common among lead<strong>in</strong>g develop<strong>in</strong>g-country exporters. Companies<br />

th<strong>at</strong> deal with sensitive <strong>in</strong>form<strong>at</strong>ion <strong>in</strong> the account<strong>in</strong>g and health sectors<br />

and deliver services through electronic supply often seek to follow procedures th<strong>at</strong><br />

qualify them for d<strong>at</strong>a privacy and security certific<strong>at</strong>es. Construction companies <strong>in</strong><br />

advanced economies must comply with n<strong>at</strong>ional build<strong>in</strong>g codes. F<strong>in</strong>ally, different<br />

sectors adopt different guarantees of the services they sell. For example, a retailer<br />

may offer <strong>in</strong>tern<strong>at</strong>ional guarantees of product quality, allow for goods to be<br />

returned with<strong>in</strong> a number of days, offer support services, and so on.<br />

These quality-signal<strong>in</strong>g devices are often useful for small and large players<br />

alike. Many of the standards and certific<strong>at</strong>es are voluntary and provided by and<br />

for the priv<strong>at</strong>e sector. Because of these tools, though they are voluntary, there is little<br />

policy makers <strong>in</strong> develop<strong>in</strong>g countries can do but comply and provide the<br />

<strong>in</strong>form<strong>at</strong>ion and any technical assistance required. To <strong>at</strong>tract foreign providers of<br />

services, policy makers may, however, also seek to ensure th<strong>at</strong> these tools are not<br />

used unnecessarily to restrict competition. For example, the implement<strong>at</strong>ion of<br />

the applicable <strong>in</strong>tern<strong>at</strong>ional or regional standards on construction m<strong>at</strong>erials and<br />

the best practices <strong>in</strong> build<strong>in</strong>g codes lower transaction costs and facilit<strong>at</strong>e <strong>in</strong>tegr<strong>at</strong>ion<br />

<strong>in</strong> <strong>in</strong>tern<strong>at</strong>ional supply cha<strong>in</strong>s. A similar situ<strong>at</strong>ion holds <strong>in</strong> account<strong>in</strong>g, eng<strong>in</strong>eer<strong>in</strong>g,<br />

IT, and health services. For professional degrees, policy makers can evalu<strong>at</strong>e<br />

whether there is <strong>in</strong>terest among trad<strong>in</strong>g partners and, if it makes sense from<br />

a cost-benefit perspective, negoti<strong>at</strong>e mutual recognition agreements on professional<br />

degrees.<br />

Dual standards may be of gre<strong>at</strong> <strong>in</strong>terest to develop<strong>in</strong>g countries because of<br />

human capital constra<strong>in</strong>ts. For example, <strong>in</strong> the legal profession, paralegals may be<br />

less costly to tra<strong>in</strong> and can carry out some of the functions normally provided by<br />

lawyers. There are similar middle-level professionals <strong>in</strong> the account<strong>in</strong>g and health<br />

sectors, but, <strong>in</strong> general, while these professionals serve an important purpose,<br />

there is little evidence <strong>in</strong> the chapters th<strong>at</strong> they have a significant role <strong>in</strong> <strong>in</strong>tern<strong>at</strong>ional<br />

trade. This does not mean, however, th<strong>at</strong> they do not or cannot take part <strong>in</strong><br />

export-oriented activities.<br />

In addition, the protection of <strong>in</strong>tellectual property rights may help develop<strong>in</strong>g<br />

countries <strong>at</strong>tract foreign direct <strong>in</strong>vestment <strong>in</strong> some sectors. For example, <strong>in</strong> the IT<br />

service sector, software piracy can be a serious thre<strong>at</strong>. Countries th<strong>at</strong> seek to <strong>at</strong>tract<br />

companies with sensitive <strong>in</strong>form<strong>at</strong>ion systems or with bus<strong>in</strong>esses th<strong>at</strong> develop <strong>in</strong>tellectual<br />

property, such as many software product companies, may be more likely to
