receive annual operational funding from Canada (guaranteed
for an initial 10-year period and thereafter renewable for further
10-year periods).
The NILCA also provides for Nunavik Inuit rights in Labrador
within the limits of the Torngat National Park. The Torngat National
Park Cooperative Management Board was created through the
Labrador Inuit Park Impacts and Benefits Agreement to advise the
federal Minister responsible for National Parks and National Park
Reserves. Membership on this Management Board consists of seven
members as follows:
- two appointed by Makivik;
- two appointed by the Nunatsiavut Government;
- two appointed by the Parks Canada Agency; and
- an independent Chairperson jointly appointed by Makivik,
the Nunatsiavut Government and the Parks Canada Agency
Currently, Makivik’s two members on the Torngat National Park
Cooperative Management Board are Willie Etok and Makivik Vice-
President Adamie Delisle Alaku. This Management Board meets
at least twice a year and provides advise on all matters related to
management and the use of the park to the federal Minister.
Overall implementation of the NILCA has to date progressed
successfully: title to Nunavik Inuit lands (approximately 6400 islands)
has been transferred to Makivik; the required Capital transfers have
been made by Canada to both Makivik and the NIT; and the three comanagement
boards – NMRWB, NMRPC, NMRIRB – are operational.

L’ARTIN énonce également les droits des Inuits du Nunavik au
Labrador dans les limites du parc national des monts Torngat. Le
Conseil de cogestion du parc national des monts Torngat a été créé
par l’entremise de l’Entente sur les répercussions et les avantages
du parc pour les Inuits du Labrador pour conseiller le ministre
fédéral responsable des parcs nationaux et des réserves de parcs
nationaux. Ce conseil est composé de sept membres :
- deux nommés par Makivik;
- deux nommés par le gouvernement du Nunatsiavut;
- deux nommés par l’Agence Parcs Canada;
- un président indépendant nommé conjointement par
Makivik, le gouvernement du Nunatsiavut et l’Agence Parcs
Canada.
Les deux représentants de Makivik au Conseil de cogestion du
parc national des monts Torngat sont présentement Willie Etok
et le vice-président de Makivik, Adamie Delisle Alaku. Ce conseil
de cogestion se réunit au moins deux fois l’an et fournit des avis
au ministre fédéral sur toutes les questions liées à la gestion et à
l’utilisation du parc.
Dans l’ensemble la mise en œuvre de l’ARTIN progresse bien.
Les titres de propriété sur les terres des Inuits du Nunavik (environ
6 400 îles) ont été transférés à Makivik; le Canada a versé à Makivik
et à la FIN les montants prévus par l’Accord; et les trois organismes
de cogestion – CGRFRMN, CARMN, CRMNER – sont opérationnels.
