ᐊᐅᒡᒍᓯ 4, 2014-ᖑᑎᓪᓗᒍ ᑯᐯᒃᒥᐅᑦ ᐃᕐᖃᑐᐃᕕᕐᔪᐊᖓᑕ ᐃᕐᖃᑐᐃᔨᐅᑉ ᑐᑭᑖᕈᑎᕕᓂᖏᓐᓂᒃ ᑭᐳᑦᑎᓯᒋᐊᕐᕕᖓ ᑐᑭᑖᕈᑎᖃᓚᐅᔪᕗᖅ

Wildlife Management
The last year was another busy year for the Resource Development
Department (RDD) staff. RDD staff serve as Makivik appointees to
a wide range of working groups and technical and administrative
committees related to wildlife, research, mining and development,
and also are responsible for the crafting of larger policy frameworks
that guide the department.
Beluga
Gregor Gilbert attended the Nunavik Marine Region Wildlife
Board (NRMWB) Beluga Management Workshop on behalf of
Makivik. Also attending were representatives of the LNUKs (Local
Nunavimmi Umajutvijiit Katajuaqatigininga) from the 14 Nunavik
communities and the RNUK (Regional Nunavimmi Umajutvijiit
Katajuaqatigininga). The purpose of the workshop was to explain
the new beluga management system (in effect until January 2017)
to hunters and communities. As well, the workshop provided an
opportunity for the LNUKs to understand their responsibilities under
the plan, and to work together to establish their hunt plans and
determine the harvest levels over the course of the next three years.
Caribou
On August 4 th 2014 the Québec Superior Court of Appeals rendered
a decision on Makivik Corporation v. Attorney General of
Québec, 2014. In a unanimous decision, the Appellate Court ruled
that the Québec government breached its obligation to consult
and accommodate the Inuit, Cree and Naskapi, by unilaterally
implementing its decree regarding sport hunting for the George
River and Leaf River caribou herds in 2011 without prior consultation
Gestion de la faune
La dernière année a été très occupée pour le Service du développement
des ressources (SDR). Les membres du SDR participent à de
nombreux groupes de travail ou comités techniques et administratifs
concernant la gestion de la faune, la recherche, le secteur minier
et le développement des ressources. Ils sont également chargés
d’élaborer les politiques guidant les interventions du service.
Le béluga
Gregor Gilbert a participé à l’atelier sur la gestion du béluga
organisé par le Conseil de gestion des ressources fauniques de
la région marine du Nunavik (CGRFRMN). Étaient également présents
à cet atelier les représentants des Nunavimmi Umajutvijiit
Katajuaqatigininga locaux (NUKL) des 14 communautés du Nunavik
et du Nunavimmi Umajutvijiit Katajuaqatigininga régional (NUKR).
L’atelier avait pour but d’expliquer le nouveau système de gestion
du béluga (en vigueur jusqu’en janvier 2017) aux chasseurs et
aux communautés. De plus, l’atelier a permis aux NUKL de mieux
comprendre leurs responsabilités, et de collaborer à l’élaboration
des plans de chasse et des niveaux de récolte pour les trois prochaines
années.
Le caribou
Le 4 août 2014, la Cour d’appel du Québec a rendu une décision
dans la cause Société Makivik c. le Procureur général du Québec. Dans
une décision unanime, la cour a statué que le gouvernement du
Québec a manqué à son obligation de consulter et d’accommoder
les Inuits, les Cris et les Naskapis en mettant en œuvre unilatéralement
en 2011 un décret portant sur la chasse sportive dans les
