Also in light of the 40 th JBNQA anniversary and under the direction
of Makivik the Pascal Blais Studio is producing a documentary
that will underline the history, facts, events and stories of the negotiations
that led to the signing of the JBNQA. Film production started
in March 2014 at the Makivik Annual General Meeting while the
majority of the signatories of the JBNQA were present and all signatories
were honoured. This documentary will also outline the
circumstantial realities through interviews with all parties involved
before the JBNQA signing. This reflective and informative documentary
is expected to be completed in late Spring 2015 and released
in the Fall when we celebrate the JBNQA 40 th anniversary.
I believe everyone in Nunavik is familiar with the Parnasimautik
process, which included community consultations throughout
Nunavik as well as in Chisisabi and Montréal. The Parnasimautik
consultation process concluded in November at the Kuujjuaq Forum
with a joint report issued by Makivik together with all other regional
organizations including: the Kativik Regional Government, the
Nunavik Regional Board of Health and Social Services, the Kativik
School Board, the Nunavik Landholding Corporations Association,
the Avataq Cultural Institute and the Saputiit Youth Association.
Parnasimautik was an unprecedented exercise in regional and local
mobilization and unity. Let me be clear, this unifying report gives
voice to Nunavik Inuit.
At the Nunavik Forum the participants agreed that Nunavik
Inuit will accept nothing less than a commitment from governments
for a comprehensive, integrated, sustainable and equitable
approach to improving our lives and our communities. The final
report is extensive with specific recommendations including working
towards a new autonomous governance structure for Nunavik. The

qui ont été honorés à cette occasion. Le documentaire s’appuie sur
des témoignages de représentants de toutes les parties ayant pris
part aux négociations. Ce documentaire introspectif et informatif
devrait être complété à la fin du printemps 2015, et sera lancé au
cours de l’automne lors des célébrations du 40 e anniversaire de la
Convention.
Tous les bénéficiaires du Nunavik connaissent le processus
Parnasimautik, notamment les consultations tenues dans l’ensemble
du Nunavik ainsi qu’à Chisasibi et à Montréal. Le processus s’est
conclu en novembre lors du Forum du Nunavik tenu à Kuujjuaq
par le dévoilement du rapport préparé conjointement par Makivik,
l’Administration régionale Kativik, la Régie régionale de la santé et
des services sociaux du Nunavik, la Commission scolaire Kativik,
l’Association des corporations foncières du Nunavik, l’Institut culturel
Avataq et l’Association des jeunes Saputiit. Parnasimautik s’est avéré
un exercice sans précédent de mobilisation et d’unité à l’échelle
locale et régionale. Ce rapport donne la parole aux Inuits du Nunavik.
Les participants au Forum du Nunavik ont convenu que les Inuits
du Nunavik n’accepteraient rien de moins qu’un engagement de la
part des gouvernements à adopter une approche globale, intégrée,
durable et équitable pour améliorer leurs vies et leurs communautés.
Le rapport est exhaustif et comprend des recommandations très
