Parnasimautik report has been distributed in all of our communities
and I invite you to read it, if you have not already done so.
Over the past year we have also been very active and successful
on a broad range of social and economic issues that affect our people
and communities. Accessible, affordable and adequate housing
remains a constant challenge. As our population increases, so does
the critical housing shortage that at times is linked to other social
problems in our communities. I have met directly with the Federal
Minister of Aboriginal Affairs and Northern Development, Bernard
Valcourt, to discuss this crucial file. Minister Valcourt has recognized
the role of Makivik in delivering the social housing program and the
benefit Makivik’s approach has had for both the government and the
region in terms of the number of housing units built, employment
creation and economic spinoffs for Nunavik. Minister Valcourt has
agreed to the creation of a Working Group to look into solutions to
the overall housing needs in Nunavik – not just in the short-term
but for the medium and long-term as well. The Working Group, to
consist of representatives from Canada, Québec, Kativik Regional
Government (KRG), Kativik Municipal Housing Bureau (KMHB) and
of course Makivik will report directly to the relevant Ministers and
Executive within a relatively short timeframe.
Additionally, Makivik along with the KRG have continued to
lobby the Société d’habitation Québec (SHQ) for an evaluation
of the social housing rent scale put into place in 2005 which has
resulted in increases of 8% annually in the maximum rent rates
for social housing in Nunavik. Following our effective and sustained
efforts, Québec announced a social housing rent freeze for
tenants with income of less than $90,000.00 and have agreed to
negotiate a fair and equitable rent scale with Makivik, KRG and the
KMHB, which takes into account not only the high cost-of-living in

La dernière année a été couronnée de succès dans plusieurs
dossiers sociaux et économiques touchant directement la vie des
gens et des communautés. Toutefois, l’accès à du logement adéquat
à coût abordable demeure un défi de tous les instants. La crise du
logement perdure et prend même de l’ampleur en raison de la
croissance de la population, sans compter son incidence sur les
problèmes sociaux vécus dans nos communautés. J’ai rencontré
le ministre fédéral des Affaires autochtones et du Développement
du Nord canadien, Bernard Valcourt, pour discuter de ce dossier
de grande importance. Ce dernier a souligné le rôle crucial de
Makivik dans la prestation du programme de logements sociaux,
notamment les avantages de notre approche qui permet de maximiser
le nombre de logements construits, la création d’emploi et
les retombées économiques pour le Nunavik. Le ministre Valcourt
a donné son aval à la création d’un groupe de travail chargé de
trouver des solutions à court, moyen et long terme au problème
chronique du logement au Nunavik. Le groupe de travail, composé
de représentants du Canada, du Québec, de l’ARK, de l’OMHK et de
Makivik fera rapport directement aux ministres et aux organismes
concernés dans un délai relativement court.
Makivik et l’ARK ont continué d’exercer des pressions auprès de
la Société d’habitation du Québec (SHQ) concernant l’échelle de
loyer des logements sociaux en vigueur depuis 2005. Cette échelle
prévoit des augmentations annuelles de 8 % du montant de loyer
maximal applicable aux logements sociaux du Nunavik. Grâce à
