issues raised during the meeting. We also discussed the Saqijuq
Project to reconstruct social regulation and raised the importance of
having high-capacity telecommunication infrastructure in our region.
We called on the Premier and his government to take steps in
the coming months to expand dialogue with Nunavik Inuit and
their organizations. Overall it was an informative and constructive
meeting.
Turning to the matter of resource development and long-term
job creation, we have recognized the importance of creating a
Nunavik mining policy for our overall economic, social and environmental
future. This comprehensive policy will guide Nunavik
mining activities. The Nunavik mining policy clearly states that we
wish to maximize benefits and minimize negative impacts from
mining development. It provides for impact benefit agreements
with prospective developers, which include providing economic
opportunities, employment and job training programs.
At a joint presentation to a Québec Government’s public consultation
on the uranium industry in Québec, KRG Chairperson
Maggie Emudluk and I sent this message: uranium is a controversial
topic and must be considered separately from conventional mining
activities in Nunavik. This is due to the fact that the current state
of knowledge and the risks associated with uranium—its exploration,
development and waste disposal—have not convinced us
that it would be managed, monitored or regulated appropriately
to safeguard our health, land and wildlife.
Let me conclude by saying that I take the mandate you have
given me very seriously and I pledge to make sure that Nunavik
Inuit voices are not only heard, but are also adhered to.

cette rencontre a été instructive et constructive.
En ce qui a trait au développement des ressources et à la création
d’emploi à long terme, nous avons senti l’importance d’élaborer une
politique minière pour le Nunavik tenant compte de nos besoins et
de nos préoccupations économiques, sociales et environnementales.
Cette politique qui guidera l’activité minière au Nunavik énonce clairement
notre intention de maximiser les retombées et de minimiser
les impacts négatifs associés au développement minier. Elle prévoit
la conclusion d’ententes sur les répercussions et les avantages avec
les éventuels promoteurs portant notamment sur les possibilités
économiques, la création d’emploi et les programmes de formation.
Lors d’une présentation conjointe à l’occasion d’une consultation
publique organisée par le gouvernement du Québec au sujet de
l’industrie de l’uranium, la présidente de l’ARK, Maggie Emudluk et
moi-même, avons souligné à quel point la question de l’uranium
est un sujet sensible et controversé qui doit être traité séparément
des autres activités minières au Nunavik. L’état actuel des connaissances
et des risques associés à l’exploration et à l’exploitation
de l’uranium, incluant l’élimination des déchets, ne nous a pas
convaincus que cette industrie pouvait être gérée, surveillée et
réglementée de manière à protéger notre santé, notre territoire
et la faune qui l’habite.
Permettez-moi de conclure en soulignant que je prends très
au sérieux le mandat qui m’a été confié, et que je m’engage à faire
en sorte que la voix des Inuits soient non seulement entendues,
mais respectée.
