sources of meat including accessing moose from Newfoundland.<br />

Innu from Québec indicate they have formed an Innu Nation<br />

Counsel amongst their nine communities with access to caribou<br />

for food security being the unifying subject bringing them together.<br />

Discussion was held with respect to an invitation from government<br />

to prepare a caribou management plan. It was agreed a plan be<br />

prepared however contrary to contemporary plans this caribou<br />

management plan will incorporate Native traditional values and<br />

culture as a central theme for management decisions. It was agreed<br />

that government be approached to ensure inclusion of UPCART<br />

representatives to the proposed aerial survey of the George River<br />

Caribou herd to be conducted in the summer of <strong>2014</strong>.<br />

At HFTCC meetings, <strong>Makivik</strong> pressed the Government of<br />

Québec to close the sport hunt for the Leaf River Herd.<br />

Additionally, <strong>Makivik</strong> expressed its deep disappointment<br />

that the Québec minister reversed his earlier decision to<br />

reduce the bag limit for sport hunters from two to one.<br />

The sport hunt for the George River herd is currently<br />

closed, and aerial survey results from <strong>2014</strong> indicate that<br />

the George River herd has only 14,200 animals.<br />

This year RDD staff were involved in the planning and<br />

execution of the first comprehensive aerial survey of the<br />

Torngat Mountain Herd that was carried out in May <strong>2014</strong>.<br />

Results showed the herd to number 900 caribou. Also,<br />

RDD staff helped to develop a traditional knowledge<br />

study of the Torngat Herd.<br />

Polar Bear<br />

<strong>Makivik</strong> Executives, Adamie Delisle Alaku and Andy<br />

Moorhouse, along with Gregor Gilbert, attended the<br />

chasse au caribou imposée par le gouvernement de Terre-Neuveet-Labrador,<br />

d’autant plus que les Innus du Labrador ont choisi de<br />

continuer à mener une « chasse culturelle » d’environ 300 caribous.<br />

Les Nunatsiavut explorent d’autres sources de viande, y compris<br />

l’accès à l’orignal de Terre-Neuve. Les Innus du Québec ont quant<br />

à eux formé le Conseil de la Nation innue regroupant leurs neuf<br />

communautés unies sur le sujet de l’accès au caribou à des fins de<br />

sécurité alimentaire. Des discussions ont eu lieu concernant une<br />

invitation gourvernementale de préparer un plan de gestion du<br />

caribou. Il a été convenu d’élaborer un plan qui, contrairement aux<br />

plans antérieurs, intégrerait la culture et les valeurs traditionnelles<br />

autochtones comme thème central devant guider les décisions<br />
