Our department is presently in the process of re-negotiating a
new agreement with the Avataq Cultural Institute concerning our
participation in the Nunavik Arts Secretariat. We hope to have
better collaboration with Avataq on this file.
The JBNQA Implementation Forum has recently been focusing
their attention on the following issues:
• the renewal of the Nunavik Housing Agreement;
• the operation and maintenance of the Nunavik marine transportation
infrastructure facilities;
• the delivery of manpower and training programs in Nunavik
by KRG;
• revisions to Annex F of the JBNQA Implementation Agreement
which deals with the delivery of socio-economic development
programs in Nunavik.
In each case, ongoing discussions of the James Bay
Implementation Office are required and the working group will
meet from time-to-time to advance the files.
The FCNQ Fund was created to provide further support to the
Nunavik Coops. When dealing with projects, it is an advisory body to
the FCNQ Executives who have the final say in approving projects.
All of the projects use DesGagnes Shipping for transport but mainly
Adel Yassa and I have been pushing to give NEAS an opportunity
to at least bid on the transport contracts.
This year we recommended that the following projects be
approved:
• GWR Coop:
– Store extension and warehouse, $900,000.00 loan for a
$3.6M project
• Wakeham Bay Coop:
– Renovation of building into a hotel, $690,000.00 for a
$2.3M project
First Air et Air Inuit contribuent également à l’événement au moyen
de rabais sur les tarifs aériens.
Mon service négocie en ce moment une nouvelle entente
avec l’Institut culturel Avataq concernant notre participation au
Secrétariat des arts du Nunavik. Nous espérons ainsi renforcer
notre collaboration avec Avataq dans ce dossier.
Le Forum de mise en œuvre de la CBJNQ a récemment porté
son attention sur les questions suivantes :
• le renouvellement de l’Entente sur le logement au Nunavik;
• l’opération et l’entretien de l’infrastructure maritime du Nunavik;
• la prestation des programmes de main-d’œuvre et de formation
au Nunavik par l’ARK;
• la révision de l’annexe F de l’Accord concernant la mise en œuvre
de la CBJNQ portant sur la prestation des programmes de développement
socioéconomiques au Nunavik.
Dans chaque cas des discussions sont requises avec le Bureau
de la mise en œuvre de la Baie James et du Nord québécois, et le
groupe de travail se réunit de temps à autre pour faire progresser
les dossiers.
Le Fonds de la FCNQ a été créé afin d’offrir du soutien supplémentaire
aux coopératives du Nunavik. La décision finale concernant
l’approbation des projets appartient à un comité consultatif travaillant
en collaboration avec les dirigeants de la FCNQ. Tous les projets
utilisent les navires de Transport Desgagnés, mais Adel Yassa et moi
exerçons des pressions afin que NEAS ait au moins la possibilité de
présenter des offres pour les divers contrats de transport.
Nous avons recommandé cette année l’approbation des projets
suivants :
• Coopérative de Poste-de-la-Baleine
– Agrandissement du magasin et de l’entrepôt, prêt de
900 000 $ dans le cadre d’un projet de 3,6 M$.
