Nasittuq Corporation / Pan Arctic Inuit Logistics Corporation<br />

<strong>Makivik</strong> Corporation has a 20% ownership interest in the Pan Arctic<br />

Inuit Logistics Corporation (PAIL), which in turn has a 50% interest<br />

in Nasittuq Corporation (Nasittuq) together with ATCO Structures<br />

and Logistics Ltd. (ATCO). PAIL’s other shareholders are six other<br />

Inuit development corporations (the Labrador Inuit Development<br />

Corporation, Nunasi Corporation, Inuvialuit Regional Development<br />

Corporation, Qikiqtaaluk Corporation, Kitikmeot Corporation and<br />

Sakku Investments Corporation).<br />

About two decades ago Nasittuq was awarded its first contract<br />

by the Department of National Defence (DND) to operate and maintain<br />

the Canadian portion of the North Warning System, a network<br />

of 47 radars, which replaced the Distant Early Warning line in the<br />

mid-1980s with the purpose of air surveillance in North America’s<br />

Northern regions. At the expiry of the first contract, a second contract<br />

to continue the services for the North Warning System was entered<br />

between ATCO and PAIL acting through Nasittuq as their agent and<br />

the DND in 2001. Since September 2012, Nasittuq has provided<br />

site support and management services for the maintenance and<br />

operation of the Canadian Forces Station in Alert (CFS Alert station).<br />

In September <strong>2013</strong>, the Government of Canada issued a public<br />

request for proposals for the operation and maintenance of the<br />

North Warning System. The tender process closed in November<br />

<strong>2013</strong>. Unfortunately, Nasittuq was informed in March <strong>2014</strong> that<br />

the new contract had been awarded to Raytheon Canada Ltd.,<br />

a wholly owned subsidiary of Raytheon Company, an American<br />

company which specializes, among other things, in defence and<br />

homeland security. Following this announcement, Nasittuq passed<br />

Il y a environ deux décennies Nasittuq a obtenu son premier<br />

contrat du ministère de la Défense nationale (MDN) pour exploiter<br />

et entretenir la portion canadienne du Système d’alerte du Nord,<br />

un réseau de 47 radars qui a remplacé le Réseau DEW au milieu<br />

des années 1980 dans le but d’assurer la surveillance aérienne<br />

des régions nordiques de l’Amérique du Nord. À l’expiration du<br />

premier contrat, un second contrat a été conclu en 2001 entre le<br />

MDN, ATCO et PAIL, par l’entremise de Nasittuq, et le MDN afin de<br />

poursuivre l’exploitation et l’entretien du Système d’alerte du Nord.<br />

Depuis septembre 2012, Nasittuq fournit en outre du soutien et<br />

des services de gestion de site pour l’entretien et l’exploitation de<br />

la station des Forces canadiennes d’Alert (SFC d’Alert).<br />

En septembre <strong>2013</strong>, le gouvernement du Canada a lancé un<br />

appel d’offres public pour l’exploitation et l’entretien du Système<br />

d’alerte du Nord. Ce processus a pris fin en novembre <strong>2013</strong>.<br />

Malheureusement, Nasittuq a été informé en mars <strong>2014</strong> que le<br />

nouveau contrat avait été adjugé à Raytheon Canada Ltd., une<br />

filiale en propriété exclusive de Raytheon Company, une société<br />
