ᐅᖃᖃᑎᒌᒍᑎᖃᕐᓃᑦ ᑲᔪᓯᑎᑕᐅᓚᖓᔪᑦ 2015-ᒥ ᐱᒐᓱᓐᓂᐅᓗᑎᒃ ᐊᕐᕌᒍᓄᑦ ᑕᓪᓕᒪᓄᑦ ᐃᓕᖓᒐᔭᕐᑐᓂᒃ ᑮᓇᐅᔭᖃᕐᑎᑕᐅᓂᕐᓄᑦ ᐊᖏᖃᑎᒌᒍᑎᓂᒃ.
Affairs and Northern Development Canada offices in the South as
they have had to up until now.
Unfortunately, new approaches have not been reached with
Canada on other important JBNQA-related files. A major concern
this year was the renewal of the Nunavik Housing Agreement and
the next tripartite agreement for 2015-2020. Makivik has taken
the position that Canada can either substantially increase the level
of funding under the Agreement or fund a catch-up program. As
agreement was not reached on a new five-year agreement, a oneyear
extension of the current agreement is being negotiated to
provide funding for the 2015 construction season.
Similarly, negotiations continued in relation to the renewal of
Annex D of the JBNQA Implementation Agreement. The objective has
been to develop a better approach to fulfilling Canada’s obligations
in this area. Makivik and KRG jointly proposed a new approach with
Employment and Skills Development Canada (ESDC) and agreed to
participate in the ESDC Engagement Process that continued during
2014. As agreement was not reached on a new approach, and in
order to ensure that these programs continued in an uninterrupted
fashion in Nunavik, KRG and ESDC entered into a two-year (2013-
2014 and 2014-2015) Aboriginal Skills and Employment Strategy
(ASETS) agreement. Discussions will continue in 2015 toward a new
a five-year funding agreement.
Malheureusement, les discussions n’ont pas été aussi fructueuses
dans d’autres dossiers liés à la CBJNQ. Le renouvellement de l’Entente
quinquennale sur le logement au Nunavik pour la période de 2015
à 2020 demeure une importante source de préoccupations. Makivik
croit que le Canada doit accroitre substantiellement le financement
versé à cet égard ou mettre sur pied un programme de rattrapage.
En raison de l’incapacité de conclure une entente à plus long terme,
les parties négocient en ce moment une prolongation d’un an de
l’entente actuelle afin que du financement soit versé pour la saison
de construction 2015.
D’autre part, les négociations se poursuivent au sujet de l’annexe
D de l’Entente concernant la mise en œuvre de la CBJNQ sur
les programmes de main-d’œuvre et de formation dans le but de
trouver une approche mieux adaptée qui permettrait au Canada
de remplir ses obligations à cet égard. Makivik et l’ARK ont présenté
conjointement une proposition à Emploi et Développement social
Canada (EDSC), et ont accepté de poursuivre les discussions avec
EDSC. Aucune entente n’a été conclue concernant la nouvelle
approche proposée, mais Makivik, l’ARK et EDSC ont conclu une
entente de deux ans (2013-2014 et 2014-2015) dans le cadre de la
Stratégie de formation pour les compétences et l’emploi destinée
aux Autochtones (SFCEA) afin d’assurer la continuité des services.
Les discussions se poursuivront en 2015 en vue de conclure une
entente quinquennale.
