unity with Canadian Inuit at the 12 th General
Assembly of the Inuit Circumpolar Council (ICC).
The ICC General Assembly, held every four
years, was hosted this time by ICC Canada
and the Inuvialuit Regional Corporation (IRC)
in Inuvik. Official Makivik delegates, Jobie
Tukkiapik, Michael Gordon, and Adamie Delisle
Alaku joined 15 other Canadian Inuit to make
up the ICC Canada delegation, which was led by
ITK President, Terry Audla. In addition to the 66
total delegates, almost a thousand other guests
and celebrants came to Inuvik to participate in
the many dimensions of the festivities.
The General Assembly theme of “One Arctic
– One Future” was evident throughout the four
days of deliberations by delegates and invited
panellists, as well as in the cultural, artistic, and
community activities that preceded and paralleled
the Assembly.
After a call to order by Greenlander and outgoing
ICC Chair, Aqqaluk Lynge, an opening
prayer by Lillian Elias, ICC Canada President,
Duane Ningaqsiq Smith welcomed all visitors
to Canada, and to Inuvik. After the qulliq lighting ceremony, several
dignitaries spoke, including the Assembly Patron, the Right
Honourable Stephen Harper, who addressed Canadian Inuit and
those from abroad through a video message.
The substantive part of the General Assembly included reports
on four-year political developments from each of the four countries
in which Inuit live, as well as presentations by panellists and discussions
by delegates. The panels dealt with issues as far-ranging as 1)
Arctic governance, 2) healthy communities and family, 3) sustainable
resource use, 4) economic development, 5) traditional and Western
