knowledge, 6) sustainable communities, 7)
environment, and 8) culture and language.
Emanating from the four days of listening,
discussing, and debating was the
Kitigaaryuit Declaration, agreed to unanimously
by all delegates. This declaration is, in
effect, the four-year roadmap for ICC until the
General Assembly is held in Barrow, Alaska in
2018. Among the many mandates that the
Inuit delegates gave ICC, the Declaration
calls for the planning, funding, and hosting
of three Inuit leaders’ summits, one on
economic development, one on wildlife, and
one on education.
Along with the hosting the ICC General
Assembly every 12 years, comes the responsibility
and opportunity to host the Office of
the ICC Chair for a four-year period. Canadian
Inuit nominee, Okalik Eegeesiak, was unanimously
accepted by Inuit delegates from
Russia, Alaska, and Canada to be their
Chair until 2018. She took over the mantle
from Aqqaluk Lynge on the last day of the
Assembly.
Beyond the Assembly, ICC Canada
represented the international interests of
Nunavimmiut and other Canadian Inuit at
various forums, such as the eight-state Arctic Council’s working
groups and Senior Arctic Officials’ meetings, the United Nations,
Canada’s Department of Foreign Affairs and International Trade,
Canada’s Circumpolar Affairs’ Directorate at Aboriginal Affairs
and Northern Development Canada (AANDC), and several other
Government Departments as well as international bodies when

et dans le cadre des activités culturelles, artistiques
et communautaires se déroulant en
marge de l’Assemblée.
Le président sortant du CCI, Aqqaluk Lynge,
a ouvert l’Assemblée avant d’inviter Lillian Elias à
réciter la prière d’ouverture. Le président du CCI
Canada, Duane Ningaqsiq Smith, a par la suite
souhaité la bienvenue au Canada et à Inuvik
à tous les visiteurs. Plusieurs dignitaires ont
pris la parole à la suite de la cérémonie d’allumage
du qulliq, notamment le très honorable
Stephen Harper qui s’est adressé aux Inuits du
Canada et du monde circumpolaire par l’entremise
d’un message vidéo.
Les travaux de l’Assemblée comprenaient
des rapports d’activités par chacun des pays
participants, des exposés sur différents sujets
et des échanges entre les délégués. Les panels
ont abordé plusieurs thèmes, notamment 1) la
gouvernance en Arctique, 2) la santé des communautés
et des familles, 3) l’utilisation durable
des ressources, 4) le développement économique,
5) le savoir traditionnel et occidental,
6) les collectivités durables, 7) l’environnement,
8) la culture et la langue.
Ces quatre jours d’échanges, de débats et de discussions ont
mené à l’adoption de la Déclaration Kitigaaryuit qui guidera les
actions du CCI jusqu’à la prochaine assemblée générale qui aura
lieu à Barrow en Alaska en 2018. La Déclaration prévoit notamment
la planification, le financement et l’organisation de trois sommets
