SATURATION MODEL<br />

For any work on the river to have the desired effect, it has to be<br />

implemented on the entire length <strong>of</strong> a target area. The stretch could be<br />

100 km or 200 km on the river side. To see the effect <strong>of</strong> tree plantation on<br />

the riverside it is necessary that the entire stretch has trees planted on<br />

it. Otherwise, <strong>in</strong>adequate tree plantation will only serve to <strong>in</strong>crease water<br />

levels <strong>in</strong> depleted aquifers without translat<strong>in</strong>g <strong>in</strong>to <strong>in</strong>creased river flow.<br />

QUALITY PLANTING MATERIAL APPROPRIATE FOR THE REGION<br />

Production <strong>of</strong> Quality Plant<strong>in</strong>g Material (QPM) by establish<strong>in</strong>g<br />

nurseries is the first step to plant<strong>in</strong>g trees on the floodpla<strong>in</strong>s. A tree<br />

plantation activity <strong>of</strong> this scale, where trees are planted on both sides <strong>of</strong><br />

a river at a width <strong>of</strong> 1 km for hundreds <strong>of</strong> kilometers, will require millions<br />

<strong>of</strong> sapl<strong>in</strong>gs. And if the QPM is not <strong>of</strong> good quality it will not produce<br />

economic returns.<br />

Only 10% <strong>of</strong> QPM reaches the resource-poor remote regions. 4<br />

Quality assurance <strong>of</strong> genetically improved plant<strong>in</strong>g stock, particularly for<br />

long-rotation timber species, is crucial for safeguard<strong>in</strong>g the <strong>in</strong>terests <strong>of</strong><br />

farmers and <strong>in</strong>dustries.<br />

The projected annual requirement <strong>of</strong> plant<strong>in</strong>g stock is go<strong>in</strong>g to be <strong>in</strong><br />

millions <strong>of</strong> seedl<strong>in</strong>gs from different tree species. To fulfill this, research<br />

<strong>in</strong>stitutions, private organizations and forest departments must come<br />

together to establish good l<strong>in</strong>kages among farmers for the production <strong>of</strong><br />

plant<strong>in</strong>g material for 20 identified species <strong>in</strong> the National Agr<strong>of</strong>orestry<br />

<strong>Policy</strong>. National and state-level research <strong>in</strong>stitutions, forest departments<br />

and universities should enter <strong>in</strong>to a convergence mode to cater to the<br />

needs <strong>of</strong> superior plant<strong>in</strong>g stock. There is a challenge to develop a<br />

mechanism for certification <strong>of</strong> nurseries and plant<strong>in</strong>g material. A suitable<br />

mechanism for laboratory and nursery accreditation must be developed.<br />

We can study and learn from agencies <strong>in</strong>volved <strong>in</strong> certification services <strong>in</strong><br />

the forestry sector <strong>in</strong> the country. Well-evolved agr<strong>of</strong>orestry systems can<br />

turn out to be self-susta<strong>in</strong>ed production systems where<strong>in</strong> zero external<br />

<strong>in</strong>puts like fertilizers and pesticides are used. These k<strong>in</strong>ds <strong>of</strong> agr<strong>of</strong>orestry<br />

systems can also be subjected to organic farm<strong>in</strong>g certification at the<br />
