have not been validated for <strong>India</strong>n agro‐climatic conditions and cultivars.<br />

The risk <strong>of</strong> weight loss and quality loss <strong>of</strong> horticulture produce stored <strong>in</strong> cold<br />

storage units is borne by the user <strong>of</strong> the facility; therefore, enhancement <strong>of</strong><br />

subsidy for capital <strong>in</strong>vestment has not resulted <strong>in</strong>to adoption <strong>of</strong> proper technical<br />

design and use <strong>of</strong> performance‐tested components by cold storage owners.<br />

A 2009 NHB study revealed that the majority <strong>of</strong> cold storage units set up for<br />

stor<strong>in</strong>g fresh fruits & vegetables <strong>in</strong> warehous<strong>in</strong>g bus<strong>in</strong>ess model have not been<br />

designed by qualified eng<strong>in</strong>eers. Rather they have been constructed on the basis<br />

<strong>of</strong> ad hoc advice <strong>of</strong> suppliers <strong>of</strong> plant & mach<strong>in</strong>ery under consultancy services<br />

provided by chartered accountants who prepared bankable projects for secur<strong>in</strong>g<br />

credit for the projects. There are only a few manufacturers <strong>of</strong> critical components<br />

<strong>of</strong> cold cha<strong>in</strong> <strong>in</strong>frastructure who have performance rat<strong>in</strong>g certificates issued by<br />

<strong>in</strong>ternationally accredited labs.<br />

No technical standards have been put <strong>in</strong> place for specialised transport system<br />

<strong>in</strong>clud<strong>in</strong>g reefer transport system for ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g cold cha<strong>in</strong>. In 2011, UNECE (UN<br />

Economic Commission for Europe) standards had been adopted by NHB followed<br />

by their adoption by Horticulture Division <strong>of</strong> DAC. No test laboratory is yet<br />

available <strong>in</strong> <strong>India</strong> for test<strong>in</strong>g performance rat<strong>in</strong>g <strong>of</strong> specialised transport vehicles<br />

<strong>in</strong>clud<strong>in</strong>g reefer transport vehicles and refrigerated conta<strong>in</strong>ers.<br />

BIS has not been able to keep pace with technical advancement <strong>in</strong> respect <strong>of</strong><br />

materials used for thermal <strong>in</strong>sulation <strong>in</strong> cold cha<strong>in</strong> <strong>in</strong>frastructure. It has also not<br />

set up BIS standards for critical components used <strong>in</strong> cold cha<strong>in</strong> <strong>in</strong>frastructure.<br />

Bureau <strong>of</strong> Energy Efficiency too, has not put <strong>in</strong> place any test protocol for<br />

performance rat<strong>in</strong>g for cold cha<strong>in</strong> <strong>in</strong>frastructure from an energy efficiency po<strong>in</strong>t<br />

<strong>of</strong> view. In the absence <strong>of</strong> these, it is not possible to carry out performance rat<strong>in</strong>g<br />

test for cold storage units.<br />

Eng<strong>in</strong>eers fresh out <strong>of</strong> college have no knowledge <strong>of</strong> critical storage conditions <strong>of</strong><br />

fresh horticulture produce, they f<strong>in</strong>d it difficult to make heat load calculation and<br />

configure the plant & mach<strong>in</strong>eries <strong>in</strong> an energy‐efficient manner. Operators <strong>of</strong><br />

cold cha<strong>in</strong> <strong>in</strong>frastructure too are not equipped with knowledge <strong>of</strong> special nature <strong>of</strong><br />

fresh horticulture produce <strong>in</strong> terms <strong>of</strong> their sensitivity to storage conditions and<br />
