8. CURRENT WATER POLLUTION MITIGATION OPTIONS<br />

(a) <strong>Policy</strong> Overview<br />

(i) Presently there are NO separate regulations/ guidel<strong>in</strong>es for safe<br />

handl<strong>in</strong>g, transport and disposal <strong>of</strong> wastewater <strong>in</strong> the country.<br />

(ii) As per the Constitution <strong>of</strong> <strong>India</strong> (Item No. 5 & 6 <strong>of</strong> the 12th Schedule <strong>of</strong><br />

Article 243 W), Water supply and Sanitation is a State subject<br />

(iii) 74th Constitution Amendment Act 1992, provides a framework and<br />

devolves upon the urban local bodies for provid<strong>in</strong>g water supply and<br />

sanitation facilities <strong>in</strong> urban areas.<br />

(iv) M<strong>in</strong>istry <strong>of</strong> Environment and Forests (MoEF), gives technical and<br />

f<strong>in</strong>ancial support schemes for treatment <strong>of</strong> effluents generated from<br />

SSI units located <strong>in</strong> clusters.<br />

(v) The exist<strong>in</strong>g policies for regulat<strong>in</strong>g wastewater management are<br />

based on certa<strong>in</strong> environmental laws and certa<strong>in</strong> policies and legal<br />

provisions like:<br />

(aa) Water Prevention and Control <strong>of</strong> Pollution Rules, 1975<br />

(ab) National Environment <strong>Policy</strong>, 2006<br />

(ac) National Sanitation <strong>Policy</strong>, 2008<br />

(ad) Hazardous Waste (Management and Handl<strong>in</strong>g) Rules, 1989<br />

(ae) Municipalities Act; District Municipalities Act<br />

(b) Technologies for Wastewater Treatment<br />

(i) Centralised<br />

Old-age Natural Systems: Although no longer preferred as solutions<br />

there are some old ones still <strong>in</strong> use.<br />
