<strong>Revitalization</strong> <strong>of</strong> <strong>Rivers</strong> In <strong>India</strong><br />

<strong>Draft</strong> <strong>Policy</strong> Recommendation<br />

sizable surpluses. Therefore, it is possible to divert the surplus <strong>of</strong> the<br />

Mahanadi and the Godavari to the rivers that are fac<strong>in</strong>g water-shortage:<br />

Krishna, Pennar and Kaveri. Essentially, this proposal considers the<br />

diversion <strong>of</strong> 15 million acre-feet <strong>of</strong> Mahanadi flows to the Godavari and<br />

a transfer <strong>of</strong> 30 million acre-feet from the Godavari and its tributaries to<br />

the Krishna Bas<strong>in</strong>.<br />

Interl<strong>in</strong>k<strong>in</strong>g <strong>of</strong> West Flow<strong>in</strong>g <strong>Rivers</strong>, North <strong>of</strong> Mumbai and South <strong>of</strong> Tapi<br />

A number <strong>of</strong> short-length rivers flow <strong>in</strong>to the west coast north <strong>of</strong><br />

Mumbai and south <strong>of</strong> Tapi. Construction <strong>of</strong> as many optimal storages as<br />

possible on these streams and <strong>in</strong>terl<strong>in</strong>k<strong>in</strong>g them can allow an appreciable<br />

quantum <strong>of</strong> water to be transferred to areas severely <strong>in</strong> need <strong>of</strong> additional<br />

water. Two l<strong>in</strong>k-canals are envisaged. The first canal will run northwards<br />

from Damanganga and connect it with the Tapi and Narmada rivers.<br />

A southern l<strong>in</strong>k canal start<strong>in</strong>g from the Damanganga can run along a<br />

suitable alignment at the appropriate elevation to Mumbai.<br />

Interl<strong>in</strong>k<strong>in</strong>g <strong>of</strong> Ken with Chambal<br />

The Ken, Dhasan, Betwa, S<strong>in</strong>dh and Chambal rivers are southern<br />

tributaries <strong>of</strong> the Yamuna dra<strong>in</strong><strong>in</strong>g about 2.4 lakh square kilometers<br />

<strong>in</strong>clud<strong>in</strong>g the Malwa plateau, Bundelkhand and Baghelkhand, which are<br />

amongst the most backward regions <strong>in</strong> the country and prone to frequent<br />

droughts. In order to provide a water grid for Madhya Pradesh and Uttar<br />

Pradesh <strong>in</strong> this region, an <strong>in</strong>terl<strong>in</strong>k<strong>in</strong>g canal could be identified backed by<br />

as much storage as feasible.<br />

Diversion <strong>of</strong> West Flow<strong>in</strong>g <strong>Rivers</strong><br />

The narrow coastal pla<strong>in</strong>s <strong>of</strong> <strong>India</strong> along the west coast, stretch<strong>in</strong>g<br />

from Kanyakumari <strong>in</strong> the south to the Tapi <strong>in</strong> the north, have dist<strong>in</strong>ct<br />

features both <strong>in</strong> topography and water resources. The bulk <strong>of</strong> the ra<strong>in</strong>fall<br />

is contributed by the southwest monsoon and a good part <strong>of</strong> it precipitates<br />

on the western side <strong>of</strong> the Western Ghats because <strong>of</strong> the high mounta<strong>in</strong>s<br />

<strong>in</strong> this region. The narrow coastal belt has numerous rivers and streams<br />

which empty <strong>in</strong>to the Arabian Sea. The west flow<strong>in</strong>g rivers <strong>in</strong> Kerala<br />
