There is also the alternative <strong>of</strong> not provid<strong>in</strong>g a livelihood subsidy but provid<strong>in</strong>g a<br />

livelihood loan which the farmer returns after five years <strong>in</strong> three annual tranches.<br />

This would reduce the effective cost <strong>of</strong> the program to the government but would<br />

entail significant additional complexity <strong>in</strong> terms <strong>of</strong> creat<strong>in</strong>g the on-ground<br />

capability to recover funds after five years.<br />

8. ISSUES RELATED TO ORGANIC CULTIVATION<br />

There is a substantial additional benefit <strong>of</strong> gett<strong>in</strong>g the farmer to move from<br />

<strong>in</strong>organic to organic cultivation <strong>of</strong> fruits. This is because the sale price realization<br />

<strong>of</strong> organic crops is about 50 % more than the <strong>in</strong>organic versions, mostly <strong>in</strong> metro<br />

politic cities..The awareness <strong>of</strong> consumers to pay on discrim<strong>in</strong>ative prices for<br />

organic products vs. <strong>in</strong>organic ones is totally lack<strong>in</strong>g <strong>in</strong> many parts <strong>of</strong> <strong>India</strong>.<br />

This problem requires creation <strong>of</strong> awareness on the benefit <strong>of</strong> organic produces<br />

among the consumers. Accord<strong>in</strong>g to the Organic Farm<strong>in</strong>g <strong>Policy</strong> 2005 <strong>of</strong> M<strong>in</strong>istry<br />

<strong>of</strong> Agriculture, Department <strong>of</strong> Agriculture & Cooperation, it is very important<br />

to rationalize the importance <strong>of</strong> domestic market development. Efforts should<br />

be made to develop organic Bazaar as a local market<strong>in</strong>g programme which will<br />

provide assured organic products, fair prices for producers and consumers<br />

and opportunities for new relationship between producers and consumers.<br />

Simultaneously, the product <strong>of</strong> organic producer will be l<strong>in</strong>ked with Agri<br />

Export Zone. The exist<strong>in</strong>g certification system is alien to the <strong>India</strong>n farmers.<br />

The procedure needs to be simplified. Approach should be made to develop<br />

‘Participator Guarantee System’ for domestic certification purpose where<br />

there will be <strong>in</strong>teractive participation <strong>of</strong> small farmers, enterprises, traders<br />

and consumers. This implies a greater support is required from Government to<br />

encourage these farmers who are convert<strong>in</strong>g to multi-tier fruit crop model under<br />

organic system<strong>of</strong> cultivation.<br />

Based on this, if one takes the base multi-crop pattern <strong>of</strong> mango + guava +<br />

pomegranate the cumulative <strong>in</strong>come surpasses cumulative cost at second<br />

year itself and nearly 2 lakhs per year is obta<strong>in</strong>able as net <strong>in</strong>come from 6 th year<br />

which may even atta<strong>in</strong> 5 lakhs by 10 th year. On the other hand, under the normal<br />

conventional pure mango grow<strong>in</strong>g system, break even obta<strong>in</strong>ed only at 8 th year<br />

and possible net pr<strong>of</strong>it thereafter is only 2 laks at 10 th year. So it is evident that<br />
