also be one <strong>of</strong> the key elements <strong>of</strong> all the Smart City <strong>in</strong>itiatives. Private<br />

participation <strong>in</strong> sewage treatment can be <strong>in</strong>vited so as to use the output<br />

as a product <strong>of</strong> commercial value. To f<strong>in</strong>ance this <strong>in</strong>itiative, a sewage<br />

treatment tax can be considered. This will contribute to the f<strong>in</strong>ancial<br />

viability <strong>of</strong> the enterprise.<br />

The mix <strong>of</strong> centralized and decentralized STPs can be decided based<br />

on the city plann<strong>in</strong>g. The Town & Country Plann<strong>in</strong>g Department <strong>in</strong><br />

various states have progressively mandated the requirement <strong>of</strong> STPs for<br />

residential areas, to be set up and ma<strong>in</strong>ta<strong>in</strong>ed by them. All States should<br />

consider a regulation that mandates STPs <strong>in</strong> all new hous<strong>in</strong>g/apartment<br />

complexes with more than 50 dwell<strong>in</strong>gs. Similar regulation can be<br />

mandated for any new commercial <strong>in</strong>frastructure as well.<br />

• Data from CPCB <strong>in</strong> 2009 shows that only 60% <strong>of</strong> <strong>in</strong>dustrial waste<br />

water, mostly from large-scale <strong>in</strong>dustries, was treated. Many<br />

<strong>in</strong>dustries directly release untreated effluents <strong>in</strong>to the city sewage<br />

system or <strong>in</strong>to rivers and other water bodies (refer Annexure 1).<br />

Urgent <strong>in</strong>terventions are needed to penalize the <strong>in</strong>dustries that let<br />

out effluents that do not follow the standards set up by CPCB.<br />

• The textiles (wet process<strong>in</strong>g), molasses-based distilleries, pulp-andpaper<br />

<strong>in</strong>dustries and tanneries are among the most water-pollut<strong>in</strong>g.<br />

In March 2015 the CPCB issued notifications to 9 SPCBs <strong>of</strong> states<br />

along the Ganga bas<strong>in</strong>, follow<strong>in</strong>g which notices were sent to factories<br />

ask<strong>in</strong>g them to submit action plans for achiev<strong>in</strong>g Zero Liquid<br />

Discharge (ZLD) or face severe penalties (<strong>in</strong>clud<strong>in</strong>g shutdown). In<br />

2008, the Tamil Nadu Government had mandated ZLD for all textile<br />

wet process<strong>in</strong>g units <strong>in</strong> Tirupur. As ZLD <strong>in</strong>volves high capital and<br />

operat<strong>in</strong>g costs, the Union and State Governments had provided<br />

grants <strong>of</strong> more than 50% towards capital expenditure. 7 Industries<br />

utiliz<strong>in</strong>g river water should be mandated to adopt a Zero Liquid<br />

Discharge model with assistance from the Government. This will<br />

prevent extra withdrawal <strong>of</strong> surface water or groundwater.<br />

• Non-po<strong>in</strong>t source pollution from agricultural run<strong>of</strong>f has largely<br />
