<strong>Draft</strong> <strong>Policy</strong> Recommendation<br />

mechanisms need to be devised to address the trade-<strong>of</strong>f between development<br />

and adaptation. Availability and access to f<strong>in</strong>ance and technology for adaptation<br />

is very important. Scal<strong>in</strong>g up <strong>of</strong> adaptation f<strong>in</strong>ance and technologies need to be<br />

ma<strong>in</strong>streamed <strong>in</strong> order to build climate resilient societies. Besides demand<strong>in</strong>g<br />

global support for f<strong>in</strong>ance and technology, strategies need to be devised to<br />

promote local, traditional knowledge and <strong>in</strong>novation entrepreneurship.<br />

SMART Agriculture, SMART Water Management, SMART Forest Management will<br />

eventually lead to resilient communities that can adapt to chang<strong>in</strong>g climate and<br />

harvest economic benefits. With a change <strong>in</strong> local practices, i.e. afforestation<br />

and horticulture along the river, the river<strong>in</strong>e communities will be able to build<br />

livelihood security without the fear <strong>of</strong> drought-flood crisis.<br />
