POLICY ENVIRONMENT FOR AGRO-FORESTRY AND FARM FORESTRY<br />

Agr<strong>of</strong>orestry f<strong>in</strong>ds mention <strong>in</strong> the National Agricultural <strong>Policy</strong>, 2000, where it is<br />

stated that ‘farmers will be encouraged to take up farm/agr<strong>of</strong>orestry for higher<br />

<strong>in</strong>come generation by evolv<strong>in</strong>g technology, extension and credit support packages<br />

and remov<strong>in</strong>g constra<strong>in</strong>ts to development <strong>of</strong> agr<strong>of</strong>orestry’. Other major policy<br />

<strong>in</strong>itiatives, <strong>in</strong>clud<strong>in</strong>g the National Forest <strong>Policy</strong> (1988), Plann<strong>in</strong>g Commission<br />

Task Force on Green<strong>in</strong>g <strong>India</strong> (2001), National Bamboo Mission (2002), National<br />

<strong>Policy</strong> on Farmers (2007) and Green <strong>India</strong> Mission (2010), emphasize the role <strong>of</strong><br />

agr<strong>of</strong>orestry for efficient nutrient cycl<strong>in</strong>g, organic matter addition for susta<strong>in</strong>able<br />

agriculture and for improv<strong>in</strong>g vegetation cover. The Government <strong>of</strong> <strong>India</strong> (GoI)<br />

has launched several schemes/projects like the National Bamboo Mission (NBM)<br />

under the M<strong>in</strong>istry <strong>of</strong> Agriculture, Rashtriya Krishi Vikas Yojana (RKVY), National<br />

Horticulture Mission (NHM), National Bi<strong>of</strong>uel <strong>Policy</strong>, etc. where<strong>in</strong> <strong>in</strong>tegrat<strong>in</strong>g<br />

forestry components on farmlands has been given the much needed thrust.<br />

The National Bank for Agriculture and Rural Development (NABARD) provides<br />

f<strong>in</strong>ancial and bank<strong>in</strong>g <strong>in</strong>stitutional support for social forestry, farm forestry<br />

and afforestation <strong>of</strong> wastelands. Similarly, the National Medic<strong>in</strong>al Plants Board<br />

(NMPB) under the AYUSH M<strong>in</strong>istry has emphasised <strong>in</strong>tegrat<strong>in</strong>g medic<strong>in</strong>al plants<br />

and trees along with agricultural crops. Establishment <strong>of</strong> silvi-pastoral systems<br />

and fodder blocks/banks has been envisaged <strong>in</strong> various schemes operated by the<br />

Animal Husbandry Department. The National Afforestation and Eco-development<br />

Board (NAEB) under the M<strong>in</strong>istry <strong>of</strong> Environment, Forests and Climate Change,<br />

is also promot<strong>in</strong>g agr<strong>of</strong>orestry practices on farm and wastelands. In addition to<br />

these schemes, State Governments also have schemes/projects that promote<br />

agr<strong>of</strong>orestry.<br />

However, the lacuna <strong>of</strong> not hav<strong>in</strong>g an exclusive policy for agr<strong>of</strong>orestry at the<br />

national level has hampered its adoption on a wider scale. In addition, agriculture<br />

is a State subject and forestry falls under the Concurrent list. The complicated<br />

and cumbersome legal procedures and hurdles <strong>in</strong>volved <strong>in</strong> grow<strong>in</strong>g, fell<strong>in</strong>g,<br />

transportation and market<strong>in</strong>g <strong>of</strong> tree species have acted as barriers. Markets and<br />

market <strong>in</strong>formation about tree components are not well established <strong>in</strong> all places<br />
