(g) Food Parks (Hub and Spoke Model): We recommend the sett<strong>in</strong>g up <strong>of</strong><br />

a ‘hub and spoke’ configuration – with the process<strong>in</strong>g units be<strong>in</strong>g the<br />

hub; the pre-process<strong>in</strong>g centers be<strong>in</strong>g the spokes at the village cluster<br />

level, and the collection centers the spokes at the <strong>in</strong>dividual village<br />

level. We recommend that the village and cluster level operations be<br />

managed by FPOs, while the process<strong>in</strong>g units be managed by <strong>in</strong>dustry.<br />

(h) Onl<strong>in</strong>e Platform: We recommend that onl<strong>in</strong>e platforms be made<br />

available to farmers to: i) facilitate certification <strong>of</strong> produce; ii) provide<br />

seamless access to government schemes; and iii) obta<strong>in</strong> crop and<br />

livestock <strong>in</strong>surance. A case <strong>in</strong> po<strong>in</strong>t is the crop <strong>in</strong>surance given to<br />

farmers <strong>of</strong> Rajasthan through an onl<strong>in</strong>e portal, which saw historically<br />

high registrations with<strong>in</strong> two months <strong>of</strong> the portal’s creation.<br />

3.4. COORDINATED INSTITUTIONAL FUNCTIONING<br />

We must have convergence <strong>of</strong> all <strong>in</strong>stitutional activities through<br />

a nodal agency for each river. This can happen through an appropriate<br />

national level agency, and a key state level coord<strong>in</strong>ation agency. The<br />

follow<strong>in</strong>g key aspects would need to be taken care <strong>of</strong>:<br />

(a) A s<strong>in</strong>gle w<strong>in</strong>dow support system for a given farmer can be achieved<br />

by establish<strong>in</strong>g one nodal agency which will make the process very<br />

efficient.<br />

(b) ICT support like a Dashboard could be <strong>in</strong>strumental <strong>in</strong> track<strong>in</strong>g and<br />

monitor<strong>in</strong>g the progress.<br />

(c) The program implement<strong>in</strong>g team should be permanent for at least<br />

10 years, so as to facilitate long-term susta<strong>in</strong>able implementation and<br />

ensure accountability.<br />

(d) A robust management and monitor<strong>in</strong>g plan must be set up to<br />

ensure and oversee the implementation <strong>of</strong> the provisions <strong>of</strong> the river<br />

policy. An <strong>in</strong>tegrated river resources management should be fostered<br />

through a group <strong>of</strong> stakeholders compris<strong>in</strong>g <strong>of</strong> government <strong>of</strong>ficers,<br />

elected representatives, community members, non-governmental<br />

organizations, etc.<br />
