and Greater Noida have not started function<strong>in</strong>g for several years due to nonparticipation<br />

<strong>of</strong> traders and exporters.<br />

SAFAL National Exchange <strong>of</strong> <strong>India</strong> Limited (SNX) was an <strong>in</strong>itiative <strong>of</strong> National<br />

Dairy Development Board <strong>in</strong> collaboration with Multi Commodity Exchange<br />

<strong>of</strong> <strong>India</strong> (MCX) and F<strong>in</strong>ancial Technologies (<strong>India</strong>) Limited (FTIL). SNX was an<br />

electronic spot market which was set up to <strong>of</strong>fer transparency and guarantee<br />

payment and delivery with quality for the benefit <strong>of</strong> sellers and buyers across the<br />

country. The exchange started operations <strong>in</strong> December 2007 and <strong>of</strong>fered salepurchase<br />

contracts <strong>in</strong> mango, onion, potato, tomato, grapes and banana. It closed<br />

down on March 31, 2009 for want <strong>of</strong> adequate bus<strong>in</strong>ess.<br />

4.4 OTHER IMPORTANT ISSUES OF MARKETING AND PRICES OF<br />

HORTICULTURE PRODUCE<br />

Organised retail cha<strong>in</strong>s like NDDB’s SAFAL cha<strong>in</strong> and outlets <strong>of</strong> private retail<br />

cha<strong>in</strong>s have not brought a difference <strong>in</strong> the wide variance between wholesale and<br />

retail prices <strong>of</strong> horticultural produce <strong>in</strong> urban areas. Direct sell<strong>in</strong>g <strong>of</strong> fruits and<br />

vegetables by farmers to consumers at reasonable prices has been <strong>in</strong>troduced<br />

through Uzhavar Sandhais <strong>in</strong> Tamil Nadu, Apni Mandis <strong>in</strong> Punjab and Rythu<br />

Bazars <strong>in</strong> Andhra Pradesh. Town plann<strong>in</strong>g and traffic regulation concerns are <strong>of</strong>ten<br />

expressed aga<strong>in</strong>st direct farmers’ markets <strong>in</strong> urban areas. Town plann<strong>in</strong>g and<br />

traffic regulation perspectives should take <strong>in</strong>to account the importance <strong>of</strong> direct<br />

sell<strong>in</strong>g <strong>of</strong> perishables to give a fair deal to both farmers and urban consumers by<br />

narrow<strong>in</strong>g the gap between exist<strong>in</strong>g wholesale and retail prices.<br />

Increased production through area expansion has occurred near exist<strong>in</strong>g<br />

production clusters <strong>of</strong> fruits. Market<strong>in</strong>g needs <strong>of</strong> these clusters can be met by<br />

<strong>in</strong>troduc<strong>in</strong>g multi‐modal transport system l<strong>in</strong>k<strong>in</strong>g production clusters with major<br />

markets <strong>in</strong> consumption clusters.<br />
