for formation <strong>of</strong> the State on the subject <strong>of</strong> State Compensatory<br />

Afforestation Fund Management and Plann<strong>in</strong>g Authority (CAMPA) for<br />

utilisation <strong>of</strong> funds ly<strong>in</strong>g with the ad hoc Authority<br />

However, <strong>in</strong> order to have a permanent <strong>in</strong>stitutional mechanism for<br />

utilisation <strong>of</strong> funds collected by the State Governments and Union<br />

territory Adm<strong>in</strong>istrations, the Compensatory Afforestation Fund<br />

Act, 2016 was passed. This Act proposed the creation <strong>of</strong> the National<br />

CAMPA that would work <strong>in</strong> conjunction with the state level CAMPA.<br />

The Act extends to the whole <strong>of</strong> <strong>India</strong> except the State <strong>of</strong> Jammu and<br />

Kashmir.<br />

A special Fund called the “National Compensatory Afforestation<br />

Fund” was created under the public account <strong>of</strong> <strong>India</strong> and under the<br />

control <strong>of</strong> the Central Government.<br />

Similarly, a State Compensatory Afforestation Fund was created and<br />

brought under the control <strong>of</strong> each respective state.<br />

Sources <strong>of</strong> <strong>in</strong>come <strong>in</strong>to National Compensatory Afforestation Fund:<br />

• All money placed under charge <strong>of</strong> the ad hoc authority earlier<br />

created.<br />

• 10% <strong>of</strong> the funds realised by State Governments from user<br />

agencies <strong>in</strong> respect <strong>of</strong> forest land diverted <strong>in</strong> their favour.<br />

• Grants-<strong>in</strong>-aid received, if any, by the National Authority;<br />

• Loan taken or borrow<strong>in</strong>gs made by the National Authority;<br />

• Any other sums received by the National Authority by way <strong>of</strong><br />

benefaction, gift or donations<br />

The disbursement <strong>of</strong> the National Fund is as follows:<br />

• 90% <strong>of</strong> the funds realised by State Governments from user<br />

agencies <strong>in</strong> respect <strong>of</strong> forest land diverted <strong>in</strong> their favour<br />

• Balance 10% the fund available will be utilised for:<br />

• Expenditure for management <strong>of</strong> the National Authority<br />

• Expenditure <strong>in</strong>curred on monitor<strong>in</strong>g and evaluation <strong>of</strong> works<br />

executed by the National and State Authority;<br />
