<strong>Draft</strong> <strong>Policy</strong> Recommendation<br />

On June 15, 2016, the M<strong>in</strong>istry <strong>of</strong> Environment, Forests and Climate Change, Government <strong>of</strong><br />

<strong>India</strong> placed the draft National Forest <strong>Policy</strong> <strong>in</strong> the public doma<strong>in</strong> for comments and suggestions.<br />

It is slated to replace the National Forest <strong>Policy</strong>, 1988. The draft National Forest <strong>Policy</strong> (NFP)<br />

proposes the levy <strong>of</strong> a ‘green tax’ for facilitat<strong>in</strong>g ecologically responsible behaviour and<br />

supplement<strong>in</strong>g f<strong>in</strong>ancial resources essential to address forestry woes. “The budget <strong>of</strong> the forestry<br />

sector should be appropriately enhanced so that the objectives enshr<strong>in</strong>ed <strong>in</strong> this policy can be<br />

achieved. Environmental cess, green tax, carbon tax may be levied on certa<strong>in</strong> products and<br />

services for facilitat<strong>in</strong>g ecologically responsible behaviour, garner<strong>in</strong>g citizen’s contribution and<br />

supplement<strong>in</strong>g f<strong>in</strong>ancial resources,” the draft policy says. Furthermore, the policy mentions<br />

that climate change concerns should be effectively factored <strong>in</strong>to all the forest and wildlife areas<br />

management plans and community ecosystem management plans. The policy says, “Largescale<br />

expansion <strong>of</strong> agro-forestry and farm forestry should be encouraged through commensurate<br />

<strong>in</strong>centives and operational support systems such as lower<strong>in</strong>g the <strong>in</strong>put costs and enabl<strong>in</strong>g access<br />

to reasonably priced quality plant<strong>in</strong>g material.”<br />

3.2 National Mission for Susta<strong>in</strong>able Agriculture (NMSA) 19<br />

Susta<strong>in</strong>able agriculture can be def<strong>in</strong>ed as the form <strong>of</strong> agriculture aimed at meet<strong>in</strong>g<br />

the food and fuel needs <strong>of</strong> the present generation without endanger<strong>in</strong>g the<br />

resource base for the future generations. Susta<strong>in</strong><strong>in</strong>g agricultural productivity<br />

depends on quality and availability <strong>of</strong> natural resources like soil and water.<br />

Agricultural growth can be susta<strong>in</strong>ed by promot<strong>in</strong>g conservation and susta<strong>in</strong>able<br />

use <strong>of</strong> these scarce natural resources through appropriate location specific<br />

measures. <strong>India</strong>n agriculture rema<strong>in</strong>s predom<strong>in</strong>antly ra<strong>in</strong>-fed cover<strong>in</strong>g about 60%<br />

<strong>of</strong> the country’s net sown area and accounts for 40% <strong>of</strong> the total food production.<br />

Thus, conservation <strong>of</strong> natural resources <strong>in</strong> conjunction with development <strong>of</strong><br />

ra<strong>in</strong>-fed agriculture holds the key to meet burgeon<strong>in</strong>g demands for food gra<strong>in</strong><br />

<strong>in</strong> the country. Towards this end, National Mission for Susta<strong>in</strong>able Agriculture<br />

(NMSA) has been formulated for enhanc<strong>in</strong>g agricultural productivity especially<br />

<strong>in</strong> ra<strong>in</strong>-fed areas focus<strong>in</strong>g on <strong>in</strong>tegrated farm<strong>in</strong>g, water use efficiency, soil health<br />

management and synergiz<strong>in</strong>g resource conservation.<br />

NMSA derives its mandate from Susta<strong>in</strong>able Agriculture Mission which is one<br />

<strong>of</strong> the eight Missions outl<strong>in</strong>ed under National Action Plan on Climate Change<br />
