<strong>Draft</strong> <strong>Policy</strong> Recommendation<br />

The biotic pump theory (Makarieva and Gorshkov, 2007) suggests that the<br />

atmospheric circulation that br<strong>in</strong>gs ra<strong>in</strong>fall to cont<strong>in</strong>ental <strong>in</strong>teriors is driven<br />

and ma<strong>in</strong>ta<strong>in</strong>ed by large cont<strong>in</strong>uous areas <strong>of</strong> forest beg<strong>in</strong>n<strong>in</strong>g from coasts. The<br />

theory expla<strong>in</strong>s that, through transpiration and condensation, forests or trees<br />

actively create low pressure regions that dra<strong>in</strong> moist air from the oceans, thereby<br />

generat<strong>in</strong>g prevail<strong>in</strong>g w<strong>in</strong>ds capable <strong>of</strong> carry<strong>in</strong>g moisture and susta<strong>in</strong><strong>in</strong>g ra<strong>in</strong>fall<br />

far with<strong>in</strong> cont<strong>in</strong>ents (Nobre, 2014).<br />

FORESTS REGULATE WATER SUPPLIES<br />

Forests may be particularly important for the so-called “water towers” <strong>of</strong><br />

larger regions. High altitude forests have a special ability to <strong>in</strong>tercept and cloud<br />

droplets. Condensation on plant surfaces, <strong>in</strong>clud<strong>in</strong>g dense epiphytic lichen and<br />

moss communities, provide additional moisture for tree growth, ET, <strong>in</strong>filtration,<br />

groundwater recharge, and ultimately run<strong>of</strong>f (Pep<strong>in</strong> et al., 2010). Montane cloud<br />

forests appear to exhibit higher rates <strong>of</strong> <strong>in</strong>filtration and dry season flow than<br />

lands converted to agriculture (Munoz Vilers et al., 2015).<br />

Scientific evidence typically highlights substantial losses <strong>in</strong> stream flow follow<strong>in</strong>g<br />

afforestation and reforestation, while forest clear<strong>in</strong>g results <strong>in</strong> <strong>in</strong>creased stream<br />

flow. The dom<strong>in</strong>ant paradigm implies a trade<strong>of</strong>f between carbon sequestration<br />

and ground water recharge.<br />

While tree and forest removal is well known for rais<strong>in</strong>g the likelihood <strong>of</strong> floods,<br />

the corollary that the plant<strong>in</strong>g <strong>of</strong> trees and forests can reduce flood<strong>in</strong>g, has been<br />

far more controversial (Van Noordwijk and Tanika, 2016).<br />

Rav<strong>in</strong>es are the network <strong>of</strong> gullies runn<strong>in</strong>g parallel and discharg<strong>in</strong>g <strong>in</strong>to rivers. <strong>India</strong><br />

has 3.67 mha <strong>of</strong> rav<strong>in</strong>e lands, which constitute 1.12% <strong>of</strong> the total geographical area <strong>of</strong><br />

328 mha. Very extensive degradation <strong>of</strong> land has occurred along some <strong>of</strong> the major<br />

river systems <strong>of</strong> the country <strong>in</strong> various states <strong>in</strong> the form <strong>of</strong> deep gullies (NCA, 1976).<br />

The rav<strong>in</strong>e lands are degraded by lands associated with several constra<strong>in</strong>ts for<br />

vegetation growth due to vicarious climate, poor soil fertility, low soil moisture,<br />

extreme variation <strong>in</strong> temperature, and heavy biotic pressure.<br />
