2. TRENDS IN FRESH WATER CONSUMPTION<br />

A country is def<strong>in</strong>ed as suffer<strong>in</strong>g high relative water stress if the demand is greater<br />

than 40 percent <strong>of</strong> the renewable water supply. <strong>India</strong> has been constantly far<strong>in</strong>g<br />

low on the tw<strong>in</strong> measures <strong>of</strong> water deficiency – absolute standard as well as the<br />

relative standard.<br />

Of the 1,869 trillion litres (or 1,869 billion cubic metres (BCM)) <strong>of</strong> water reserves,<br />

only an estimated 1,122 trillion litres (or 1,122 BCM) can be exploited due to<br />

topographic constra<strong>in</strong>ts and distribution effects. The demand for water has been<br />

<strong>in</strong>creas<strong>in</strong>g at a high pace <strong>in</strong> the past few decades. (Refer Graphs 1 & 2).<br />
