FACILITATING MOVEMENT FROM INORGANIC TO ORGANIC<br />

HORTICULTURE<br />

Non-po<strong>in</strong>t source or diffused sources <strong>of</strong> pollution that jo<strong>in</strong> the<br />

river from agricultural run-<strong>of</strong>f, compris<strong>in</strong>g chemical fertilizers and<br />

pesticides, have rema<strong>in</strong>ed largely unaddressed. Not only do these<br />

pollutants cause severe river pollution, they also pose significant health<br />

and environmental risks. However, an effective mechanism to control/<br />

tackle the same is yet to be devised. While organic farm<strong>in</strong>g needs to be<br />

encouraged and promoted among the farm<strong>in</strong>g community as a short term<br />

measure, the use <strong>of</strong> chemical fertilizers and pesticides needs to be phased<br />

out <strong>in</strong> a time-bound manner for a long term solution <strong>in</strong> coord<strong>in</strong>ation with<br />

the M<strong>in</strong>istry <strong>of</strong> Agriculture and M<strong>in</strong>istry <strong>of</strong> Chemicals and Fertilisers.<br />

Fram<strong>in</strong>g <strong>of</strong> necessary legislation and effective implementation may<br />

also be considered necessary <strong>in</strong> this regard. If legislation is to be<br />

<strong>in</strong>itiated, support for organic farm<strong>in</strong>g <strong>in</strong>puts and livelihood support have<br />

to start first, along with widespread dissem<strong>in</strong>ation <strong>of</strong> the plan to br<strong>in</strong>g <strong>in</strong><br />

a law.<br />

Conversion <strong>of</strong> organic waste <strong>in</strong>to compost, use <strong>of</strong> livestock dung<br />

and ur<strong>in</strong>e and bio fertilizers for use as manure for agriculture purpose are<br />

to be promoted so that the agricultural land will become fertile and also<br />

reduce non-po<strong>in</strong>t source pollution com<strong>in</strong>g through use <strong>of</strong> fertilizers and<br />

pesticides.<br />

This is an imperative given the substantially higher earn<strong>in</strong>gs <strong>of</strong> the<br />

farmer. This movement towards chemical-free horticulture will also go a<br />

long way <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g down the pollution <strong>in</strong> rivers due to agro-chemicals.<br />

The key tasks required to make this happen are:<br />

• Tra<strong>in</strong><strong>in</strong>g and hand-hold<strong>in</strong>g <strong>of</strong> farmers <strong>in</strong> relation to chemical-free<br />

farm<strong>in</strong>g practices would be required especially <strong>in</strong> the <strong>in</strong>itial few<br />

years.In this context the role <strong>of</strong> livestock and biomass from trees <strong>in</strong><br />

the farm towards self reliant farm<strong>in</strong>g is crucial for <strong>in</strong>creas<strong>in</strong>g the<br />

net <strong>in</strong>come from the farm.<br />
