<strong>Revitalization</strong> <strong>of</strong> <strong>Rivers</strong> In <strong>India</strong><br />

<strong>Draft</strong> <strong>Policy</strong> Recommendation<br />

the States and Union Territories where these species are not found <strong>in</strong><br />

natural forests, but farmers and private land owners raise plantations <strong>of</strong><br />

such species. The Revenue and other State Acts/ Regulations/ Rules which<br />

<strong>in</strong>hibit tree fell<strong>in</strong>g and free movement <strong>of</strong> timber need to be liberalized.<br />

• Preferred tree and bamboo species <strong>in</strong> areas where they are found <strong>in</strong> the<br />

neighbour<strong>in</strong>g forests may be brought under limited restrictive provisions for<br />

fell<strong>in</strong>g and transit to safeguard trees from such forests. The concerned Gram<br />

Sabha or equivalent <strong>in</strong>stitution at the village level, may be authorized to<br />

regulate fell<strong>in</strong>g and transit <strong>of</strong> trees/timber <strong>of</strong> these species grown under<br />

agro-farm forestry on private or communal lands. The Forest Department<br />

should issue permits based on the certificate <strong>of</strong> orig<strong>in</strong> issued by authorized<br />

representative <strong>of</strong> such Committees <strong>of</strong> Gram Sabha/ JFMC.<br />

• The permission for fell<strong>in</strong>g and transit wherever required may be given <strong>in</strong> a timebound<br />

manner and this provision should be well publicized.<br />

• Facilitation <strong>of</strong> <strong>in</strong>terstate movement and sett<strong>in</strong>g up <strong>of</strong> regional coord<strong>in</strong>ation<br />

mechanism. Interstate movement <strong>of</strong> timber derived from agr<strong>of</strong>orestry<br />

plantations or trees from non forest lands/private lands needs to be<br />

facilitated for benefitt<strong>in</strong>g tree growers to get best market price. Fell<strong>in</strong>g and<br />

transit permits may not be required for exempted species grown on non<br />

forest/private/ farm lands and logs/ timber/ pulpwood <strong>of</strong> these species.<br />

The produce/ timber obta<strong>in</strong>ed from non forestlands/private lands, which<br />

is to be transported from a State to other States may be covered under an<br />

appropriate mechanism through mutual consultation such as Nationally<br />

Valid Permit. There is an urgent need to move towards one simple and<br />

uniform nationally adopted transit permit system on electronic format.<br />

• Record<strong>in</strong>g <strong>of</strong> agr<strong>of</strong>orestry plantations. Transparent and simple methodology<br />

for ma<strong>in</strong>tenance <strong>of</strong> records <strong>of</strong> tree plantation on private land needs to<br />

be worked out by the state government. Such records will help <strong>in</strong> decentraliz<strong>in</strong>g<br />

issu<strong>in</strong>g <strong>of</strong> transit permits and facilitate harvest<strong>in</strong>g <strong>of</strong> trees.<br />

Registration <strong>of</strong> plantations should also be encouraged. All the records <strong>in</strong><br />
